MINUTES OF A MEETING OF THE PARISH COUNCIL
A Meeting of the Parish Council was held on Monday 6th June 2011 at 7.00pm in the Village Hall.
Present: Cllr J. Davies (Chairman), Cllr A. Parker (Vice Chairman), Cllr P. Burgess,
Cllr R. Miles, Cllr R. Penny, Cllr J. Skinner and Cllr A. Woolford.
1. PUBLIC GALLERY
There was one member of the public present, however no issues were raised.

6. ACTION POINTS FROM THESE MINUTES – LONG STONE ON THE A420.
Cllr Skinner had attempted to make contact with Mr. Reynolds, Chairman of Chippenham Without Parish Council, with no success. Cllr Skinner will attempt to make contact once again, and then contact the Clerk of Chippenham Without Parish Council
7. PLANNING
a. Application Received.
i) N/11/01592/FUL; Erection of Dwelling and Garage (Revision of 06/01552/FUL) at Homefields, High Street, Yatton Keynell. The Parish Council recommended approval for this application.
ii) N/11/01549/FUL and N/11/01550/LBC; Internal and External Alterations to Guest Annex, Conversion of Barn to Residential Accommodation, Relocation of Oil Tanks and Erection of Walled Enclosure at The Granary, West Yatton. The Parish Council recommended approval for this application subject to the criteria set out by Listed Buildings being met.
iii) N/11/01610/TCA; Removal of Leylandii Hedges, Crown reduction to 2 Apple Trees, Removal of Crab Tree and Crown reduction to Crab Apple Tree at The Well House, Grove Lane, Yatton Keynell. The Parish Council recommended approval for this application.
iv) N/11/01596/FUL; Loft Conversion with 3 roof lights at 14 Church Farm, Yatton Keynell. The Parish Council recommended approval for this application.
v) N/11/01065/CLE; Amendment due to change of ownership of property. The Parish Council recommended approval for this application.
b. Planning Updates.
There were no planning updates.
8. SUB COMMITTEE REPORTS
a. Clarke Leaze Recreation Ground – Cllr Miles.
Cllr Miles reported that further damage has been caused to the recreation ground, including the need for 30 new fence palins, the partial destruction of a concrete post, a broken bicycle ride, worn out climbing wall, various trip hazards and a broken gate. Working party of Cllrs Miles, Penny and Davies to assess situation, make safe where possible and report back to Parish Council in order that an approach can be considered.
b. YKRA Recreation Ground – Cllr Dash
Cllr Davies reported on a recent YKRA meeting on behalf of Cllr Dash. Due to the nature of the grants used to fund the development of the tennis court, the court is to be made available for use by people living in Yatton Keynell and the surrounding area. Therefore it would not be possible to attempt to restrict use of the court to residents of the village. Cllr Davies agreed to recommend to YKRA, via Cllr Dash, that a sign be erected requesting that users of the court conduct themselves in a reasonable and fair manner.
An unsteady bench was reported. Cllr Skinner expressed concern over the length of time taken to resolve this.
The Clerk will contact Mr. Tony Read to seek permission for the erection of a plaque recognising Mr. Dix.
The need for a public convenience at the Village Hall site was raised, and a request had been put forward to the Parish Council to share the costs of providing such a facility. Subject to YKRA assuming responsibility for ongoing maintenance and cleaning of a public convenience, and sight of estimated costs, the Parish Council were in principle open to discuss the request.
c. Local Development Framework – Cllr Davies. Nothing to report.
d. Emergency Planning – Cllr Parker. Nothing to report.
e. Village Tidiness – Cllr Parker. Nothing to report.
f. Market Cross
Cllr Skinner reported that the water supply plumbing had been repaired and that an instructional notice for users of the facility had been installed. The Market Cross lighting had also been repaired, with the rope lights now operating from 4pm to 11pm daily and the floodlights operating from dusk to 11pm. Cllr Skinner will provide a suitable notice giving information on the Market Cross and how to apply for permission to use it. The Clerk will ensure that similar instructions are present on the main village noticeboard attached to The Bell Public House.

13. COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
a. The state of the drain near Homefields and the bus shelter had been raised by a parishioner to Cllr Parker, who had escalated the issue to Wiltshire Council Highways via Clarence.
b. A parishioner had raised with Cllr Woolford the absence of a bus stop sign between Farrells Field and Blacksmith Close on the school side of the B4320. Cllr Woolford had escalated the issue to Mr. Eric Egar at Wiltshire Council.
c. Cllr Penny reported that a resident had raised a concern about the compliance of a nearby building with a planning application and subsequent planning permission. The Parish Council would check that the application N/10/00751/FUL received in March 2010 complied with the decision made by Wiltshire Council before taking this matter further with concerned villagers.
d. Cllr Penny reported that due to a record entry to the Wrong Way Round cycle ride, significant donations would be made to local causes in due course.
e. Cllr Davies had investigated the requirements for sitting on the Parish Council which were:
- Residing or working in the Parish
- Residing within 4.8km of the Parish boundary
- Owning land within the Parish
Cllr Davies reported that therefore Cllr Burgess could continue as a Parish Councillor.
