MINUTES OF MEETING
The Full Meeting of the Parish Council was held on Monday 4 April 2011 at 7.00pm in the Village Hall.
Present: Cllr C. Dash (Chairman), Cllr Burgess, Cllr B Ford, Cllr R. Miles , Cllr A Parker, Cllr R. Penny, Cllr J Skinner, Cllr A. Woolford and Cty Cllr J Scott (from item 6. b).

2. APOLOGIES FOR ABSENCE
Apologies were received from Cllr Davies.
3. PREVIOUS MINUTES FROM MEETING HELD ON 7TH MARCH 2011
The minutes of the Parish Council Meeting held on the 7th March 2011 were accepted as a true record and duly signed.
4. PREVIOUS MINUTES FROM MEETINGS HELD ON 22ND MARCH 2011
The minutes of the Extraordinary Parish Council meeting held on 22nd March 2011 were accepted as a true record and duly signed.
5. ACTION POINTS
a. Appointment of contractor for Village Maintenance
The Parish Council had appointed Flourish and Bloom to undertake the maintenance of the areas of the village under the parish council’s control.
b. Progress report on the Long Stone on the A420
Cllr Skinner had been informed that a formal application would need to be submitted for the work to be considered. He would give an update at the next meeting.
6. PLANNING
a. Applications Received
i. N/11/00742/LBC Internal and External Alterations is association with conversion of roofspace to bedroom, 6 Keynell Court, Yatton Keynell. This application is a modification on a previous application submitted in 2009. The Parish Council had no objections to the planning application and recommended approval.
ii N/11/01065/CLE Certificate of Lawfulness for the use of land and buildings for Agricultural Engineering Business at Pewshill Farm, Giddeahall, Yatton Keynell
The Parish Council had been asked if they could confirm based on local knowledge, that Mr Rawlings has operated an agricultural engineering business from Pewshill Farm for a period of over 10 years. Individual members of the council were able to confirm that they had been aware of such a business on the site for over 30 years.
After a discussion the Parish Council felt that the granting of a Certificate of Lawfulness for an open ended B2 classification business was not appropriate. The Parish Council was very concerned that diversification away from the agricultural engineering business might occur, and was also concerned about noise levels and the possible environmental impact on neighbours, and requested that Wiltshire Council impose conditions onto this application which would restrict the full use of the B2 classification.
iii. N/11/01189/TCA To pollard one Ash and work on one Damson Tree at Eston House, Homefields, Yatton Keynell. The Parish Council recommended approval for this application.
b. PLANNING UPDATES
There was a discussion regarding the requests for additional track days at Castle Combe Circuit as confusion had arisen over the number of days that the circuit were applying for.
7. SUB COMMITTEES
a. Recreation Ground- Clarkes Leaze
Cllr Miles had nothing to report.
b. YKRA Recreation Ground
Cllr Dash would attend future meetings of the Committee. Nothing to report at present.
c. Transport
Cllr Woolford reported that the local transport committee has folded. The Chairman thanked her for attending all the meetings in the past.
d. Local Development Framework (LDF)
Nothing to report.
e. Emergency Planning
Nothing to report.
f. Village Tidiness
Cllr Parker had put a request through the local Parish Steward for the village picket fences at the entrances to the village to be cleaned and for the bus shelter to be swept out.

9. UPDATE ON VILLAGE WEBSITE
Cllr Skinner reported that the improvements had been made to the website and that it would go live, once councillors had had an opportunity to view the site off line.
10. CORRESPONDENCE
a. Market Cross Useage
The Parish Council had received an application from a local to host an event in the Market Cross: Craft Fairs to be held on the first Sunday of the month.
It was agreed that approval be given for a three month trial. No cost would be charged at present but this would be reviewed at the end of the 3 month trial.
b. A complaint had been received from a local resident regarding the loud music coming from the Castle Combe Circuit, late into the night following one of the track days. The Chairman had made a formal complaint to Wiltshire Council and asked that the management of the circuit monitor noise in future.
11. COUNCILLORS QUESTIONS
Clllr Miles raised the issue of deep and frequent potholes along Biddestone Lane. Cllr Scott was able to report that whilst the budget for road maintenance was under review at Wiltshire Council pothole repair was ongoing.
Cllr Penny requested that weed killing continue in the village. He asked Cllr Scott whether Wiltshire Council be charging for visits to the recycling centre and whether home owners would be receiving food waste bins any time soon? Cllr Scott confirmed that there were no plans to introduce food waste bins for home owners, but that residents would be receiving hessian sacks for recycling cardboard and plastic and that garden waste would become a free service. Eventually domestic waste would drop to a fortnightly collection. There would be no charge at present for using the recycling centres.
