MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 3rd OCTOBER 2022

1.PUBLIC GALLERY
Resident from Tiddleywink raised the issue of contractors parking at the entrance to Drovers Green, Chairman has been in contact with the site manager in the past week to discuss the problem. Unfortunately a proposed offsite temporary car park has not been able to be progressed. Apparent missing street light, U Cllr N Botterill confirmed that Highways have no record of light. Cllr A Parker, Clerk & U Cllr N Botterill recently held on site meeting to discuss the repositioning of street furniture to bring it in line with the revised speed limit, issue will be pursued with Wiltshire Council Highways.
Two applications received for funds from the Community Infrastructure Levy – Drovers Green – See Item 8.

5.REGISTER OF ACTIONS
Village Pond – project continues.
Castle Combe Race Circuit, liaison meeting with Castle Combe Parish Council & circuit, still being progressed.
Condition of footpath from C86 Grittleton Road to Westwells Cottage to be monitored.

6.PLANNING
Planning Applications to be minuted:
PL/2022/06485 – 7 Coopers Meadow – Installation of Solar Panels – No Objection.

7.CLERK – FINANCE
Three payments were approved:
I J Plowman – Clerk Salary September – £261.46 – Cheque No. 101251

JCBS Garden Maintain Ltd – £698.64 – Village Maintenance – Cheque No. 101252
CPRE – Annual Subscription £36.00 – Direct Debit

YK Fete – Councillors had initially agreed to donate £250.00 towards the cost of the Queen Elizabeth II memorial tree, however it was agreed unanimously to fund the full cost of the tree – £375 (ex VAT). Cllr A. Parker to discuss with the Fete Committee & YKRA about the suitability of the current positioning of the tree.


8.COMMUNITY INFRASTRUCTURE LEVY
The Parochial Church Council (YKPCC) submitted an application for £2,000 to fund a lightening conductor on the Church. Application refused. The Community Infrastructure Levy is a statutory levy on the developer and paid to Wiltshire Council, a proportion of which is passed to the local Parish Council to support the development of the local area. However, legislation specifically prohibits local authorities from funding the church or ecclesiastical properties. Copy of NALC guidance to be sent to the YKPCC, having previously been sent and discussed on a regular basis with members of the YKPCC.
YKRA submitted an application for £15,000 to refurbish the kitchen in the village hall. Agreed in principle to fund the project to £15,000, it was agreed that a more commercial specification should be costed and presented to the Parish Council for consideration.


9.HIGHWAYS, FOOTPATH & PLAY AREA
Dropped kerb application for the entrance to John Aubrey Close has been submitted to LHFIG, following completion of Phillips Grove the pavement beyond John Aubrey Close seeing more use.
Clarks Leaze Play area to be discussed at November meeting.

10.COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Cllr F Plowman reported that it had been agreed at the recent Chippenham Area Board to relaunch the Parish Forum, which had not met since COVID.
