MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL

1. PUBLIC GALLERY
The resident of the Old Forge came to discuss the recent planning application posted for the property. It was decided that this would be discussed fully when the item was reached on the agenda.

Cllr. S Hayward was absent from the meeting.

5. REGISTER OF ACTIONS
The cable for the Solar farm now looks as if it will be following the road, rather than going across country. Cllr. Skinner will contact Solarfields in order to express the councils opinion, and request that whilst the cable is being put down, there should be no lorries transporting items to and from the solar farm site.
Following the advertisement in the last meetings minutes for new members to join the council, co opting the new members can now proceed. This will take place during the February meeting.
6. FINANCE
7 Cheques were signed:
- JCBS (£200 – December maintenance)
- Cllr. Skinner (£86.97 – Christmas Tree Stand and Lights) & (£178.42 – Food for Christmas Market BBQ)
- Clerks Wages (£149.12)
- Cllr. Parker(£44.00 – Chairman’s Expenses)
- The Bell Inn (£300 – Luncheon Club Christmas Lunch)
- Cllr. Crookall (£200 – Christmas Tree)
The budget for 2015/2016 fincancil year will be discussed via email and formally minuted in February’s meeting. This will also include the proposed precept for the upcoming year.
7. PLANNING
– 14/11549/FUL Land adjacent to The Old Forge, The Street, Yatton Keynell SN14 7BA
The proposal is to build a new property in the garden of the existing property, which will include road access, and in turn the owners would move into the new property and sell of their current one.
As the proposed site for the building is outside the building boundary for the village, it raises the question that if the council were to accept the application does it then pave the way for other potential developments to expect the same allowances.
Aside from the problems with the boundary the council would most likely approve the application as there are no principal objections.
It was decided that Cllr. Scott would find out more information about the boundaries, before the council would put the application to a vote. Also the road access report would need to be revised as its believed to have expired in 2009.
– 14/11809/FUL – Extension to the existing surgery. Jubilee Field Surgery SN14 7EJ
As the patient population has outgrown the size of the surgery. The proposal is to extend the surgery to add more consultation rooms, expand the dispensary and the waiting area. The plans would mean that the surgery could better accommodate the current patient numbers.
It was proposed to approve the application, upon a vote all were in favour. Should the application be turned down by Wiltshire Council, the parish council will have the application called in to go to committee and fully support the expansion.
8. COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
It was mentioned that the planning application for the caravans at Greenacre Farm had been appealed, at the time of the meeting the council hadn’t received anything, and this will be looked into further before the next meeting.
