MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL TUESDAY 9th MAY 2023

1.ANNUAL MEETING
Minutes of the Meeting – 9th May 2022 – approved & signed by – Cllr A. Parker.
Annual Governance Statement – approved & signed by Cllr A. Parker (Chair) & I Plowman (Clerk)
Accounting Statement 2022/23 – approved & signed by Cllr A. Parker (Chair)
Proposed that Anita Parsons be re-appointed Internal Auditor – Approved Unaminous.
Proposed that Cllr A. Parker be elected as chair for 2023/24 – Unaminous decision.
Proposed that Cllr Fiona Plowman be elected as vice chairman for the 2023/24 year – Unaminous decision. Noted that Cllr F Plowman will not stand for the position of Chairman whilst the current clerk is in office.
2.PUBLIC GALLERY
Resident from West Yatton raised an issue with the By way between West Yatton Triangle and Giddeahall, Cllr D Towl to investigate and report any issues to Wiltshire Rights of Way Officer.

PL/2023/02903 – Lower Grove Farm – Change of Use of Outbuilding – No Objection Subject to:
The accommodation to remain ancillary to the applicant’s primary residence. YKPC considers some of the descriptions given in the Planning Statement to be somewhat misleading. It is also noted that the premises have been advertised on Airbnb since 2016.

9.HIGHWAYS, FOOTPATH & PLAY AREA
U Cllr N Puntis, attending as a member of the public, reported that cleaning and camera investigation of the drains on The Street is on the list of outstanding jobs for the Gully Team, as is similar work at West Yatton triangle. Completion of the remedial work at Grittleton Road/ Phillips Grove is scheduled. Post meeting note – work scheduled for May 15th -16th.
Clerk to request Parish Steward to clean village gateways (June Visit)
10.COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Agreed to fund the purchase of a plaque to be placed at the base of the Platinum Jubilee Tree, plaque to be of similar design to that placed at the base of the recently planted Coronation tree. Cllr A Parker to liaise with Fete Committee.
