MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 9th MAY 2022
Present: Cllr A Parker (Chair), Cllr M Green, Cllr. F. Plowman, Cllr M Pope. & Unitary Councillor N Botterill & I. Plowman (Clerk).

1.PUBLIC GALLERY
Vice Chairman of Chippenham Without Parish Council, attended the meeting to express their opposition to the current transport plan to access the proposed solar farm at Leigh Delamere. CWPC have submitted a detailed objection to Wiltshire Council.
Resident from Tiddleywink asked for an update on the proposal to change the 30mph limit on B4039 – See Highways below:
Resident from Tiddleywink reported that there appeared to be a missing street light (No,003) between Tiddleywink and the village. Clerk to investigate and pass information to U Cllr N Botterill.

5.REGISTER OF ACTIONS
CATG – C86 (Yatton Keynell – Grittleton) proposal to install red road markings to indicate speed limit change approaching Folly Farm – accepted, Parish Contribution £1,200. U Cllr N Botterill to challenge costs.
CATG – C164 – West Yatton Signage, reported this has been placed on hold pending review of all signage in Upper Castle Combe.
Wild Flower planting at the School, Cllr Towl submitted a quote for £160 which was approved by Councillors.
Village Pond project continues.
Jubilee bunting agreed to decorate Market Cross one week before the Jubilee weekend.
Full Fibre Broadband – Clerk has communicated with Gigaclear to ascertain the status of the Castle Combe project as this also covers outlying areas of the Yatton Keynell Parish Council. Reported that there is no date currently as to when the work will be undertaken.
6.PLANNING
Applications considered prior to the meeting:
PL/2022/02805 – 2 Homefields – Tree work in Conservation Area – No Objection
Applications considered at the meeting:
PL/2022/02952 – Well House – Tree work in Conservation Area – No Objection – subject to the approval of the Arboricultural Officer Wiltshire Council.
PL/2022/03325 – Combe Head Giddeahall – 2 storey extension – No Objection in principal to the proposed redevelopment, however the proposed extension should be sub servient to the original building.
Planning Updates – PL/2021/06100 – Proposed Solar Farm
A reply to the Freedom of Information Request (FOI) was received on 8th April 2022, which states that the Highways & Planning Officer met with the applicant in August and November 2021, which state that the Highways Officer suggested a route via Yatton Keynell and Sevington. This is a complete reversal to the Objection lodged by the same Highways Officer in July 2021. This issue has been raised with Parvis Khansari Director of Place Wiltshire Council, a response is still awaited along with a meeting that was requested. A further meeting between the applicant and Wiltshire Council is scheduled to take place on 10th May 2022.
7.CLERK – FINANCE
Two payments were approved:
I J Plowman – £634.24 – Clerk Salary April & May plus expenses – Cheque No. 101232
JCBS Garden Maintain Ltd – £359.99 – Village Maintenance – Cheque No. 101233
Community First Trading Ltd – £466.05 – Insurance 2022/23 – Cheque 101234
Village website, agreed that the domain and cost of running the website should be paid by the Parish Council, annual cost £150.
8.COMMUNITY INFRASTRUCTURE LEVY
No updates.
9.HIGHWAYS, FOOTPATH & PLAY AREA
B4039 revision to speed limit, FOI request information was received on 6th April 2022, as not all information requested was received an appeal was lodged, further information was received 6th May 2022.
The FOI clearly shows that public opinion was not considered when making the recommendation to the Cabinet member, the Police were asked for an opinion after the public consultation period to support the desired recommendation, that no alternatives were considered or evaluated.
As Wiltshire Council have not been prepared to engage with the Parish Council to discuss the issues raised Councillors agreed that the matter should be given further publicity by issuing a press statement. Chair & Clerk to draft & circulate.
10.COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Memorial Bench outside the shop will need to be replaced, Clerk to obtain quote & circulate.
