MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 9th JANUARY 2023

4.MINUTES OF THE LAST PARISH COUNCIL
Minutes amended from circulated draft– Item 4 Now states – Pond project has been completed, subject to ongoing maintenance. Councillors thanked Cllr D Towl for coordinating the project and The Village Store for the donation of £80.00.
Minutes of the Meeting – 5th December 2022 – approved & signed by – Cllr A. Parker.
5.REGISTER OF ACTIONS
Speed Indicating Device (SID), continue to monitor acceptance of data captured by such devices. Wiltshire Council currently liaising with the Office of Police & Crime Commissioner regarding exchange of data captured by SID’s.
6.PLANNING
Planning applications considered:
PL/2022/09500 – 1 The Street – Rear Extension – No Objection
PL/2022/09182 – 2 Little Sands – Demolish & Rebuild revision to PL/2022/02145 – No Objection subject to salvaged materials being used on the street facing elevations.
PL/2022/09550 – 12 The Maltings – New Pitch Roof – No Objection – Subject to satisfactory resolution of the positioning of the guttering
PL/2022/09855 – 5 Tiddleywink – New Vehicular Access – Object – Councillors object to the removal of a length of mature hedgerow and queried why the Ecology Officer wasn’t a Consultee.

The submitted plan does not include visibility splays to the required specification – DMRB requires visibility splays of 120 metres.
7.CLERK – FINANCE
Precept & Budget – Clerk circulated draft budget and proposed that given the increase in the Council Tax Base from 371.56 to 398.89 equivalent Band D properties that the precept remains unchanged at £40.00 per Band D property for the forthcoming year (2023/24) resulting in a Precept of £15,955.60. Unanimously agreed.
Burial Ground Fees, Clerk circulated proposal to increase fees by 5% from 1st April 2023. Unanimously agreed.
Three payments were approved:
I J Plowman – £391.06 – Cheque No. 101263 – Clerk December

HMRC – £40.40 – Cheque No. 101264 – Payroll Deduction Qtr 3
A S Parker – £8.50 – Cheque No. 101265 – Firewood for meeting room

Wiltshire Council have circulated a proposal to recharge the cost of future elections, both contested and uncontested to Town & Parish Councils from May 2025. Councillors unanimously agreed that they oppose such a move as it is “cost shunting” and would lead to an increased level of Parish Council precept. Clerk to draft and circulate a response to Wiltshire Council.
8.COMMUNITY GOVERNANCE REVIEW
Councillors unanimously agreed that they wish to continue with the boundary change proposal to move the parish boundary to the south side of the golf academy.
It was noted that in 2019 that the proposal was turned down by the Community Governance Review team as it involved changing a Divisional Boundary. At a meeting in November 2022 with the CGR team it was indicated that this wasn’t the case.
