MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL

Monday 8th May 2017

1. PUBLIC GALLERY
Little Sands resident asked if the Parish council could establish whether the road was adopted and hence Wiltshire council would be responsible for road repairs.
Clerk following the meeting has established that the road is adopted and will request that the Parish Steward carries out the small repair on his June visit.
An enquiry was made as to whether funds were still available in the Community Benefit Fund and whether the Ebenezer Chapel could apply. It was confirmed that funds were available, Clerk will send an application form to the Ebenezer Chapel.

5. REGISTER OF ACTION
Telephone Box Book Exchange – Budget of £75 set for Cllr R Whittaker to purchase a suitable bookcase. Clerk has requested an A2 size Map of public rights of way in the parish from Wiltshire Council.
Telephone Box planters – Agreed to accept quotation from JCBS to purchase two planters with trellis for the area of the phone box. Total cost £470. Unaminous
War Memorial – Designs submitted by schoolchildren have been reviewed and the Councillors appreciated their efforts. Whilst none of the designs were chosen they did provoke discussion which led to a design based on an oak central column surrounded by metal poppies was favoured Cllr M Green to investigate the Oak column & Cllr F Plowman to contact REME Lyneham regarding the poppies.
Community Speed Watch – Cllr F Plowman reported that two further residents have volunteered bring the total to six. Currently awaiting the completion of training.
SID – Clerk to request a further booking for September/October

17/03365/TCA – 30% Crown Reduction to 1 Birch & 1 Willow 7 Crown Lift 1 Maple & 1 Tree of Heaven to 4 Mtrs from Ground Level.

17/04297/TCA – Crown Lift 5 Yew Trees to 4 metres over road & footpath & lift T6 to 3 metres over footpath.
Support – However, The Parish Council strongly recommend that the Church undertake a crown reduction. – Unaminous

17/03417/OUT – Outline Planning for the erection of up to 1,000,000 sq ft of Class B8 (storage & distribution) Employment Space & Associated Infrastructure
Object – The development was considered to be of a vast scale & unsuitable for the location. A more appropriate development for “Chippenham Gateway” was considered to be a technology park & leisure facilities. – Unaminous

Insurance Renewal – Clerk presented three quotations, Aon (Current Insurer), Zurich & Came & Company (Hiscox) – Unaminous decision to accept quotation from Came & Company
Bank Mandate – Agreed to add Cllr M Green & Cllr R Whittaker and delete Cllr J Skinner from the bank mandate, giving 4 signatories (Cllr M Crookall & Cllr A Parker remain)

8. COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Cllr Plowman requested that a Garden Waste Bin be provided in the Burial Ground, Clerk to organise the payment of the fee.
Clerk had been approached concerning the condition of a tree at the West end of the Surgery – Biddestone Lane Footpath. Clerk to request JCBS to investigate & quote.
