MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL

1.PUBLIC GALLERY
Grass Cutting of verges, requested that grass swept from gutters after cutting of verges, mention in Honeycomb and contact Wiltshire Council.
19/03974/FUL Former Phillips Garage Site Revised plans (see below), one resident spoke on behalf of the local residents outlining their objections to both the original & revised plans.

6.PLANNING
19/06134/TPO – The Old Farm Yatton Keynell – 25% crown reduction to Ash Tree Support
19/02175/FUL & 19/02329/LBC The Bell Inn – Revised application
Support (Majority decision) – defer to Listed Buildings re type & quality of materials.
WHSAP – & Land to the East of Farrells Field – Councillors noted that the Inspector following the public hearing has published his preliminary post hearing advice, Wiltshire Council have posted an initial response, a fuller reply is scheduled by the end of July.
Councillors noted that contractors appointed by Persimmon Homes had cleared vegetation and part of a hedgerow on land adjoining the proposed site SE of Farrells Field without the permission of the land owner. The matter was referred to Planning Enforcement and is currently being investigated by the owner’s agents who are liaising with the relevant authorities. Councillors fully support the land owner in his actions in pursuing those responsible.
19/03974/FUL – Former Phillips Garage Revised Application
Whilst a drainage report has been submitted Parish Council request that it is revisited as it is understood that the riparian land owner has not been consulted and the mapping doesn’t accurately reflect the current drainage into the ditch.
Councillors noted the revised plans address some of the garden access issues and have repositioned some of the carports, however the principal objections as stated in the Parish Council’s submission of 23rd May 2019 remain, a further response to planners will be drafted, circulated and submitted to planners.

May 2020 meeting, as the Mayday public holiday has been moved to Friday 8th May the Parish Council will meet as usual on May 4th 2020.
Winter preparations – Clerk will request that grit bin at Long Dean is replaced.
Burial Ground – Budget agreed of £50 to get reservation pegs made for Burial Ground.


8.COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Cllr Parker reported that the Bus Shelter had been struck by an unidentified agricultural appliance on Saturday 29th June at approx. 19:40, several roof tiles were broken, Bus Stop sign damaged along with the wall. Wiltshire Council have removed the damaged sign and we await a replacement. Mr P Tasker has agreed to replace the tiles and repaint the shelter at no cost.
