MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 8th JANUARY 2024

4.MINUTES OF THE LAST PARISH COUNCIL
Minutes of the Meeting – 4th December 2023 – approved & signed by – Cllr A. Parker.
5.REGISTER OF ACTIONS
Track – No update.
Tiddleywink – B4039 – change of speed limit – No update
Bank Mandate updated, any two of the following may sign cheques – Cllrs A Parker, M Green, M Pope, D Towl & M Woodcock
Clarks Leaze play area, following investigations it has been determined that Wiltshire Council are responsible for the equipment & area. Wiltshire Council have condemned the equipment along with the basketball hoop and will now arrange for all equipment to be removed and the areas restored. Councillors agreed to consult with residents over future use of the area, Wiltshire Council will continue to cut the grass on a monthly basis during the growing season. Any change away from this would require a transfer of responsibility to the Parish Council who would then be liable for maintenance costs.
West Yatton Lane Bin – Update from Wiltshire Council still outstanding.
6.PLANNING – No Applications to consider.
PL/2022/05696 – Drovers Green Variation, it was noted that this application was still pending approval, U Cllr N Botterill to request an update from the Planning Officer.

7.CLERK – FINANCE
Budget & Precept 2024-25, Councillors agreed to increase the charge per Band D property by 3% to £41.20 per property, based on a Council Tax Base 406.96 Band D equivalent properties gives a precept of £16,766.75.
Budget – Income £17,367.60, Expenditure £17,850.94 was approved by Councillors.
Burial Ground – Councillors agreed to increase fees by 5% – attached.
Cotswold National Landscape – Election of Area Representative, Councillors agreed that they were not in a position to select a representative and therefore abstained from casting a vote.
Two payments were approved:
I J Plowman – £427.87 – Cheque No. 101304 – Clerk December plus Website renewal HMRC – £201.60 Cheque No. 101305 – Payroll Deductions Qtr3 2023-24

8.HIGHWAYS, FOOTPATH & PLAY AREA
Temporary signage – noted that there are a number of signs littering the Parish which contractors have not collected following roadworks or diversions. Clerk to supply list of locations to U Cllr N Botterill who will raise the issue with Wiltshire Highways.
Cllr Towl proposed that a safety barrier should be installed at the end of the Surgery Footpath and also where YKEY 15 emerges from the field in Biddestone Lane, Clerk to investigate and draft a LHFIG application for consideration at the February meeting.
Castle Combe Race Circuit liaison meeting, U Cllr N Botterill to request meeting date in March prior to the commencement of the new season.
Village Tidy, agreed to organize a village spring clean as in recent years, for Saturday March 16th.
