1. PUBLIC GALLERY
Resident from Grove Lane informed the Parish Council of their objection to planning application 17/11764/FUL. Concerns were also raised about parked vehicles around the junction of Grove Lane & Grittleton Road

5. REGISTER OF ACTION
Track between Blacksmith Close & By Brook School, application to create public right of way to be progressed.
Churchyard Status investigations are still continuing into the status of the Churchyard.
Roselea Cottage – Enforcement Officer not pursing further action.
Village Hall refurbishment – update to be requested.

6. PLANNING
17/11764/FUL – Demolish of existing wood garage and replace with new – Hedgerows Grove Lane.
Object – Unaminous – The proposed replacement garage will be located closer to the western boundary which is shared with a listed building and be taller than the existing garage. As both properties are within the Yatton Keynell Conservation Area this would fail to preserve the character of the Conservation Area contrary to Core Policy 58 of the Wiltshire Core Strategy.

17/11818/FUL – Erection of oak framed garden room – The Paddocks, Old School Gardens, The Street.
Support – Unaminous, provided that there was no impact on any of the hedgerows.

17/12049/FUL – Demolish porch and replace with new, remove front dormers and replace windows, The Book House.
Support – Unaminous, Outbuildings to the front of the property, the proposed doors should be inset so that they are subservient to the pillars.

7. CLERK & FINANCE
Burial Ground charges, The Clerk presented a table comparing the current scale of charges compared to the Church of England charges and Hullavington PC. It was agreed to research other Parish Council’s charges before a decision was made.
Precept 2018/19 it was agreed to set the precept at £13,587 and increase of 2%. The expenditure budget was set at £13,926 (excluding the Community Benefit Fund).
Village Maintenance – Tender submitted by James Bruce Scott for 2018 was discussed and it was agreed to invite James to the February meeting to discuss the maintenance of the planter boxes and the grass cutting in the Burial Ground.
Payments authorised:
I J Plowman – £ 190.65 – Salary December plus Expenses A Parker – £40 .60 – Expenses
WALC – £ 77.11 Membership 3 months
