MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 8th APRIL 2024

No Issues raised, two residents attended as applicants – PL/2024/02536. U Cllr N Puntis attended in his capacity of Flood Portfolio Holder.

Minutes of the Meeting – 4th March 2024 – approved & signed by – Cllr A. Parker.
5.REGISTER OF ACTIONS
Track between Blacksmith Close & School – no update, awaiting response from Persimmon.
LHFIG – Written response from Chairman still outstanding despite reminders, concerning A420.
Castle Combe Race Circuit Liaison took place 20th March, monthly schedule of events still outstanding. Cllr A Parker to follow up.
Cotswold Wardens have completed their ditch crossing work on YK10 & YK11
6.PLANNING
PL/2024/02536 – Littlemead – Redesign of existing dwelling to add first floor in roof space & single storey extension along with internal alterations and 4 bay garage with annex above – Support – Unaminous.
PL/2024/02626 – Variation of condition 2 of PL/2023/10025 2 West View – No Objection subject to windows in former garage on front elevation matching the other windows on that elevation.
PL/2022/05696 – Drovers Green Variation – No update
Lime Down Solar Farm, campaign & petition noted. One of the three proposed cable routes from the proposed site to Melksham runs in open country behind the eastern side of the village, crossing the B4039 beyond the parish boundary.

Leigh Delamere Solar Farm – a number of pre commencement conditions have been discharged, other remain outstanding. Grittleton Parish Council have requested an update from Planning Officers which will be circulated when received.
7.CLERK – FINANCE
Two payments approved:
I J Plowman – £249.66 – Cheque No. 101310 – March Salary & Expenses

Wiltshire Council – £756.57 – Cheque No. 101311 – LHFIG Contribution

8.HIGHWAYS, FOOTPATH & PLAY AREA
Drainage – The Street B4039, U Cllr N Puntis updated Councillors following the visit of the VACTOR. Two potential blockages have been identified which will require a visit from a camera team.
West Yatton Lane Bin, after persistent lobbying by the Parish Council, U Cllrs N Botterill & N Puntis, Wiltshire Council have agreed to place a bin in the lane and include the bin within the existing Idverde contract as there was a spare slot within the contract. Wiltshire Council will provide a new all-purpose bin.
Councillors thanked the volunteers who took part in the annual village tidy on 16th March.
B4039 Tiddleywink Speed Limit, Cllr A Parker & U Cllr N Botterill recently held a site meeting with U Cllr N Holder the recently appointed Cabinet Member for Highways, Street Scene, and Flooding. Update awaited.
Church Farm oak tree – Clerk to contact a tree surgeon to quote to tidy up the tree.
