MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL – HELD VIRTUALLY
Monday 7th September 2020
Present: Cllr A Parker (Chair), Cllr M Crookall, Cllr C Grainger, Cllr M Green, Cllr. F. Plowman, Cllr M Pope, Cllr D Towl, Cllr M Woodcock & Ian Plowman (Clerk).
Unitary Cllr T Sturgis & 13members of the public attended.
The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 (“the 2020 Regulations”) came in to force on 4 April. The 2020 Regulations enable local councils to hold remote meetings (including by video and telephone conferencing) until 7th May 2021.

Planning application 19/01490/FUL – 31 Houses on Land to the East of Farrells Field – see planning below.
Clerk has received correspondence from a resident in Grittleton Road concerning the ditch that flows alongside the former garage. Correspondence passed to the developer to contact the resident. - REGISTER OF INTERESTS

Village pond, Cllr Towl informed Cllrs that he has contacted Avon Rivers Trust for advice and is awaiting a response, Cllr Towl is also continuing with a grant application to refurbish the pond.
Gigaclear continue to work in the village. Clerk has been informed by a number of residents that they are pursing issues with Gigaclear.
Grittleton Road pinch point, CATG have confirmed that the request has been closed as no satisfactory scheme was not found. The latest proposal to widen the road and realign the pavement wasn’t practical. - PLANNING
19/01490/FUL – 31 Houses – Land to the East of Farrells Field.
There was a full & frank discussion with the public gallery on the revised application for 31 dwellings. A number of outstanding issues identified:
Street Scene view submitted (3rd August) is incorrect Scene DD doesn’t reflect the latest submission.
No dimensions of proposed properties have been submitted.
Ecology – it was noted that the applicant’s ecologist, the applicant & WC are not in agreement and must come to an agreement, including re instatement of the hedge removed in 2019.
Drainage it was noted that Planning Conditions have been requested to ensure that the SUDs system has an agreed maintenance agreement in place and that the riparian landowner has granted permission for the discharge to the identified pond.
Waste Management have requested a planning condition that a vehicle tracking diagram is provided, however it is noted that if the current design proves unsuitable for a refuse vehicle the application would require a further revision, so the Parish Council request that this is resolved before a decision is made and not as a condition of planning.
The Parish Council are opposed to the differential types of heating systems between private and affordable housing, the applicant has explained the basis for the two different systems but will continue to look for a solution.
EV charge point provision, the PC will request a planning condition that cabling is provided to allow for one charging point per property including remote parking spaces.
The Parish Council would encourage Wiltshire Council to accept the offer of funding made by the applicant to move the 30mph limit further south on B4039.
Chairman to discuss with the applicant why they have a continued interest in a site of this size, when as a national housebuilder they would normally be developing sites at least three times the size.
The Parish Council will make a submission to the Planning Officer and consider whether the call in made by former Unitary Cllr J Scott is still required.
20/06027/FUL – 4 Farrells field – Rear single storey extension.
Following discussion with the applicant it was noted that the neighbours in Farrells Field are content, there has been one objection lodged with Wiltshire Council by the rear neighbour in Blacksmith Close. Councilors were content and unanimously agreed to submit – No Objection.
20/06249/FUL – 21 Clarks Leaze Erection of Front Porch – No Objection.
20/05627/FUL – Springfield Barn – Springfield Farm – Change of use to Dwelling.
The applicant’s agent has now provided the required analysis of alternative uses as required by CP48. This now supports the application for a change of use to a residential unit and councilors agreed to support the application.
7. CLERK & FINANCE
Two payments were authorized, cheques to be circulated for signature:
I J Plowman – Clerk Salary August & postage – £237.35 – Cheque No. 101184 J Bruce Scott – Village Maintenance – July £624.24 – Cheque No. 101185
Clerks Pay – Following settlement of the Local Government Services pay award and the publication of revised rates of pay, it was agreed to increase the Clerks rate of pay from 1st April to £13.51 per hour and from 16th August 2020 on the anniversary of appointment to move the Clerks Pay to SC 21 – £13.78 per hour. Chairman to notify payroll service provider.
Highways – several drains in The Street/ Grittleton Road have been inspected by WC Engineers using a camera and found to be broken. Repair work is pending.
8. COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Cllr M Crookall announced her resignation from the Council with immediate effect, after 8 years & 3 months service to pursue other interests. Councilors unanimously thanked her for serving on the Council and wished her well for the future.
