MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 7th NOVEMBER 2022
Present: Cllr A Parker (Chair), Cllr C Grainger, Cllr. F. Plowman, Cllr M Pope, Cllr D Towl, Cllr M Woodcock, U Cllr N Botterill & I. Plowman (Clerk).

1.PUBLIC GALLERY
Residents in West Yatton have been in communication with Cllr Parker, U Cllr N Botterill & Clerk concerning ongoing drainage issues in West Yatton. Clerk has instructed the Parish Steward to clear gullies in the area. U Cllr N Botterill has confirmed that new gully to be installed in West Yatton is still on the schedule of outstanding works, the issue has also been reported again on My Wiltshire. Surface water drainage issues in the area in front of Ivy Farm have also been reported on My Wiltshire so that the issue can be picked up by the Flood Working Group.

4.MINUTES OF THE LAST PARISH COUNCIL
Minutes of the Meeting – 3rd October 2022 – approved & signed by – Cllr A. Parker.
5.REGISTER OF ACTIONS
Footpath YKEY5 – work to be scheduled by Cotswold Wardens, agreed the Parish Council would fund the stile. Cllr Towl to procure “No Dog Fouling” signs to be placed at either end of the footpath.
Market Cross – Church Farm wall, noted that a small section had been repaired, Clerk to contact the management company about ownership of the other sections that require repairing.
6.PLANNING
Planning Applications considered:
PL/2022/07364 – Barn Conversions Broomfield Farm. No Objection subject to the installation of two passing places on Cromhall Lane (C172) & that the 30 mph speed limit on Grittleton Road (C86) is relocated north of the C86/C172 crossroads.
PL/2022/03988 – Replacements Gutters & Windows – Ebenezer Chapel Grove Lane – No Objection noting that the Conservation Officer has objected.
Meeting has taken place between Wiltshire Council Head of Planning, Cllrs Parker & Plowman, U Cllr N Botterill, U Cllr H Greenman and the Clerk to discuss amendments to planning applications, planning conditions, how conditions are approved and the enforcement of conditions.
Cotswold National Landscape Management Plan 2023 – 2025 has been circulated and contents noted.
7.CLERK – FINANCE
Six payments were approved:

JCBS Garden Maintain Ltd – £1,500.00– Village Maintenance – Cheque No. 101257
I J Plowman – Clerk Salary October– £261.26 – Cheque No. 101258
A Wytchard – Electrical work – £260.00 – Cheque No. 101259
Councillors agreed to implement the recently published revised National pay scales applicable to the Clerk, effective April 2022. Cllr Parker to notify the payroll administrator.
Meeting dates for 2023, agreed to schedule first Monday of the month with the exception of January (9th) & May, meeting to be held Tuesday 2nd May.
8.COMMUNITY INFRASTRUCTURE LEVY
Third and final payment received re Drovers Green.
9.HIGHWAYS, FOOTPATH & PLAY AREA
LHFIG – A420 revised speed limit proposal, unanimously agreed that the current proposal to change the speed limit from Biddestone crossroads to Ford from 60 mph to 50 mph would have little or no impact on road safety. Agreed that the speed limit change should be some distance before the crossroads, however, other areas for speed limit reduction – Allington crossroads and B4039 junction should be reconsidered. Parish Council will send a response to LHFIG, clerk to draft and circulate.
Shrubbery in Farrells Field and extended grass area between Farrells Field and Drovers Green to be added to maintenance contract. Small fence to be constructed to define boundary between highway and rear of garage of No4. Farrells Field, clerk to contact Jim Bruce Scott.
Christmas Tree, Clerk to ask Jim Bruce Scott to source and erect.
Clarks Leaze play area, agreed that a questionnaire to be drafted by the Cllr Parker and circulated. Proposed that questionnaire should be delivered to all houses in the village.
