MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL

1.PUBLIC GALLERY
Chairman explained the need to change the date of the meeting as he & the Clerk had attended the Chippenham Area Board, where the Cotswold Wardens had been awarded a Community Award – for their volunteering work in particular their work on the footpath behind the Manor. The young leaders from Yatton Keynell Youth Club also received an award, Parish Council congratulate both groups.
The Parish Council would like to express their thanks to the resident in Tiddleywink who has placed a poppy sign on the hamlet sign.

5. REGISTER OF ACTION
War memorial an estimate has been received of circa £12k, grant funding to be sought.
Community Benefit Fund – Church AV System, the position of the Parish Council has not changed in that the new incumbent must approve of the system and the Church is required to source the balance of the funds required to complete the project either from reserves or other grants.
Track between Blacksmith Close & School, Clerk to circulate the procedure to establish a public right of way. Following Persimmon’s submission to the Draft Wiltshire Housing Site Allocation Plan to withdraw the path from the plan Council to write to them to clarify their intension.
6. PLANNING
Blarney Cottage/Roselea Biddestone Lane
Chairman to contact Planning Enforcement Officer re Roselea for an update. Blarney Cottage no further update has been received since the Planning Committee meeting.
17/09885/OUT – Erection of Self Build Dwelling – Land Adjacent to The Old Forge, The Street
Object – Majority four against one abstention. The development falls outside the permitted development boundary and there has been no change in circumstance since the previous application 14/11549/FUL which was refused.
17/09781/FUL – Change of use of agricultural land to residential curtilage. Demolition of existing garage and two storey side extension and erection of replacement side extension. Improvements to existing access with ancillary works to form parking and turning area. Erection of timber framed carport and workshop with storage space over. – Rose Cottage Kents Bottom SN14 7BW

8. COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Christmas Tree – Cllr Crookall has agreed to source a Christmas Tree for the Market Cross, JCBS to be asked to erect the tree.
Cllr Green requested that the sign indicating Broomfield at the T Junction close to the water tower be reinstated.
