MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 7th MARCH 2022

1.PUBLIC GALLERY
Three members of the public raised concerns that Wiltshire Council have only extended the 30 mph speed limit on B4039 towards Tiddleywink by 40 metres – See Register of Actions.

5.REGISTER OF ACTIONS
Following last month’s meeting at which Councillors expressed dissatisfaction with Wiltshire Council’s decision regarding the change to the 30 mph speed limit, the Parish Council submitted a complaint to Wiltshire Council. As no satisfactory response has been received it was agreed to submit a Freedom of Information request to obtain the information requested. Cllr A Parker & U Cllr N Botterill to discuss matter with James Gray MP. The Clerk will continue to press for a face to face meeting with the Cabinet Member responsible.
Pond Project – Cllr Towl reported on progress and scheduled works with Years 5 & 6 pupils from the school.
Platinum Jubilee – School have expressed an interest in creating a Wild Flower Garden – Cllr D Towl will continue discussions.
Market Cross wall, Church Farm Management Company have responded stating that they are in the process of obtaining quotes. They have also asked that the small ivy plant is removed from the wall, Clerk to request JCBS to remove the ivy.
Signage C164 – C179 proposal to improve the signage of restrictions through West Yatton, CATG proposal had been circulated by The Clerk with suggested amendments. Amendments agreed and Clerk to inform CATG.
Track between Blacksmith Close & School no further developments, however it was noted that some of the recent tree felling had taken place between the original boundary wall & the school fence. It was noted that U Cllr N Botterill has still not received confirmation that the Construction Management Plan which is a condition of planning has been approved.
6.PLANNING
Applications considered at the meeting – no applications to consider.
Planning Updates:
PL/2021/10745 – Parking Area Long Dean application was withdrawn by the applicant in early February. The scheduled road closure is currently in place Clerk reported that the roadway was covered in mud. U Cllr N Botterill to raise the issue with Wiltshire Council Highways to ensure that the road is returned to its prior to closure condition before reopening.
7.CLERK – FINANCE
Two payments were approved:

Wiltshire Council – £236.25 – CATG Contribution Park Farm Bends – Cheque No. 101129
8.HIGHWAYS, FOOTPATH & PLAY AREA
Wessex Water closure of West Yatton Lane (C179) west from Church Cottage are now scheduled to take place from 3rd May to 11th November.
Biddestone Lane & Grittleton Road – road overruns – verge damage Clerk will photograph and report on My Wiltshire.
9.COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Proposed Solar Farm PL/2021/06100 revised plans have been submitted and will be discussed at the April meeting.
