MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL
Monday 7th January 2019

No Issues Raised in the meeting.
Letter received from resident in Grove Lane requesting that the trees between pond and the property known as Halfpenny Pool be reduced in height. It was unanimously felt that the trees are within the boundary of the property and are therefore the responsibility of the owner. Clerk to respond on behalf of the Parish Council.

5. REGISTER OF ACTION
The Bell Inn, as no response has been received from Enterprise Inns despite a reminder and the wall remains in an unsafe state, Chairman will raise the issue with Wiltshire Council.
Broomfield sign – Wiltshire Council have submitted a revised quotation of £100 for a replacement sign. Unanimously agreed to accept.
Churchyard status – no response has been received from Parochial Church Council (PCC) with regards to the letter sent following a meeting between PCC and Parish Council in July 2018 and that the PCC had made no request for any maintenance funding for the forth coming year.
Biddestone Lane stables, site had been visited by Wiltshire Council Planning Enforcement, the Parish Council note that the site is currently being used for storage of domestic items and a vehicle. The Parish Council request that the site is tidied and returned to agricultural use, with no further buildings to added to the site. It was also noted that the site lies within the AONB.
Village Noticeboard, Clerk to contact a locksmith to install replacement locks.
6. PLANNING
Wiltshire Housing Site Allocation Plan – Agreed that no further amendments were required as the Parish Council’s objection to the settlement boundary had been included and Persimmon Homes does not object to the proposed change to require any planning application to be supported by a Flood Risk Assessment (FRA) and Persimmon Homes is preparing a detailed planning application for the development of the site which identifies a vehicular access directly onto the B4039.
7. CLERK & FINANCE
Emergency Planning – Flood maps have been reviewed and the low level of risk noted.

Village Maintenance Tender – One tender submitted by J Bruce Scott, this was unanimously accepted at £7,693 plus 2.5% increase for future years, contract awarded for three years.
Clerk presented budget (Income £14,465 & Expenditure £14,465) and recommended an increase in the Band D charge of 3%, which will generate a precept of £14,117 for 2019/20. Unanimous decision.
Burial Ground charges, unanimously agreed to leave changes at current level for the next 12months following the restructuring of charges in April 2018.
Fly tipping – Wiltshire Councillor H Greenman compiling list of sites for potential surveillance signage, sites known to be an issue within the Parish, Byway from B4039 to Summer Lane & Broomfield will be added to the list.
8. COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Potholes – Golf Academy to Tiddleywink & one in Biddestone Lane to be reported to Parish Steward. Road signage at Biddestone crossroads has been damaged Parish Steward to be informed and also Biddestone Parish Council.
October meeting rescheduled to 14th October.
