MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 7th FEBRUARY 2022
Present: Cllr A Parker (Chair), Cllr C Grainger, Cllr. F. Plowman, Cllr M Pope, Cllr M Woodcock, Unitary Councillor N Botterill & I. Plowman (Clerk).

1. PUBLIC GALLERY
Resident form Tiddleywink requested an update on the ownership of the track between Blacksmith Close and the school. The present owner is Charles Church Homes Ltd.
Resident from Tiddleywink reported that the pavement in Tiddleywink is being damaged by the road sweeper deployed by Charles Church Homes Ltd. Clerk will report the issue to Highways.

5.REGISTER OF ACTIONS
Pond Project – Cllr Towl reported on progress and scheduled works with Years 5 & 6 pupils from the school.
Footpath YKEY5 Grittleton Road to West Wells Cottage, Cllr Towl reported on his meeting with the respective landowners, the Cotswold Wardens will install two self-closing gates, a bridge with hand rail and a walk through stile, cost of materials of circa £500 were approved.
Platinum Jubilee – following discussions it was agreed to discuss with Cllr M Green whether the bench outside the shop should be replaced as a Jubilee project. Cllr Towl to discuss with the school whether wild flower seeds would be a suitable jubilee gift to children.
Market Cross wall, Clerk to write to Church Farm Management Company expressing concern at the current state of the wall surrounding the Market Cross.
6.PLANNING Applications considered prior to the meeting:
PL/2022/00041 – Book House – The Street – Tree works in Conservation Area – No Objection.
Applications considered at the meeting:
PL/2022/00422 – 4 Combe View – Extension – No Objection.
PL/2022/00646 – The Laurels West Yatton – Replace conservatory with extension – No Objection. It was noted that the attached property Sydney Cottage is not listed as a neighbour to be consulted, clerk to point this out to the planning officer.
Planning Updates:
PL/2021/10745 – Parking Area Long Dean – Copy of the woodland management plan has now been received. Despite a reminder the requested revised Ecology report has not been supplied by the applicant. The woodland management scheduled to take place in March, following discussion with highways and planning is now limited to the trees affected by ash die back that impose a risk to the highway, scheduled road closure during March should now be shorter.
7.CLERK – FINANCE
Two payments were approved:
I J Plowman – £248.70 – Clerk Salary January – Cheque No. 101226
Idverde – £210.00 (Incl. VAT £35.00) – Waste Collection 2022 – Cheque No.101227
Charles Church – Drovers Green Community Infrastructure Levy (CIL) the Parish Council are due to receive £31, 582. First stage payment of £9,455 .55 (30%) has been received from Wiltshire Council the balance is due during the next financial year (2022/23) in two further stage payments. The Parish Council invites submission of costed projects of a capital nature from village organisations.
8.HIGHWAYS, FOOTPATH & PLAY AREA
Change to the B 4039 30mph speed limit, Unitary Cllr N Botterill reported that the Wiltshire Council proposal to extend the current 30 mph south by approximately 40 meters towards Tiddleywink has been recommended for acceptance. Councillors unanimously expressed their discontent with this decision and the fact that the alternative proposal to extend the 30 mph through Tiddleywink had been rejected. Councillors thanked Unitary Councillor N Botterill for his efforts in trying to get the alternative proposal accepted.
Following roadworks in the area will take place in the coming weeks:
B4039 – Drovers Green there will be traffic lights until 18th February 202 whilst utilities are installed and the entrance way built.
B4039 junction with Biddestone Lane & West Yatton Lane (outside the Post Office/Shop) traffic lights 19th – 29th April 2022 – Wessex Water replacement of 180mm water main.
West Yatton Lane – Closed from Church Cottage to West Yatton Triangle – 28th April – 7th October – Wessex Water replacement of 180mm water main.
Alderton Road to the Fosseway Grittleton closed 2nd & 3rd March – Wessex Water.
Grittleton to Hullavington Road closed from Surrendell Corner to Hullavington – Wiltshire Council road repairs – 14th February to 18th February.
A429 – Kingsway Railway Bridge Closed 10th February to 14th March – Network Rail.
Clarks Leaze play area it was agreed to approach suppliers to obtain costings of various pieces equipment to progress ideas.
