MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL – HELD VIRTUALLY
Monday 7th December 2020
Present: Cllr A Parker (Chair), Cllr C Grainger, Cllr M Green, Cllr. F. Plowman, Cllr S Richards, Cllr D Towl, Cllr M Woodcock & Ian Plowman (Clerk).
The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 (“the 2020 Regulations”) came in to force on 4 April. The 2020 Regulations enable local councils to hold remote meetings (including by video and telephone conferencing) until 7th May 2021.
1. PUBLIC GALLERY
Letter received from a resident in The Maltings requesting clarification of policy towards overhanging trees, Clerk will send a reply.
Resident forwarded the offer of free tree packs from the Woodland Trust, the only land the Parish Council has access to is Clarks Leaze play area, large pack sizes on offer mean offer not practical.

5. REGISTER OF ACTION
Clarks Leaze play area, agreed to consult with residents to determine the scope of refurbishment, survey to be carried out in 2021.
Cotswold Wardens have installed one of the Kissing Gates in Grove Lane (YKEY 11) and will be replacing the bridge on the footpath behind Coopers Meadow (YKEY 9). The stile at the junction of YKEY9, 10 & 11 will be replaced when ground conditions improve.
Cllr Towl reported that he had submitted the application for a grant to care for the village pond, the Parish Council would like to thank the Village Shop for the donation of £80, made towards the co- funding of the project.
Gigaclear have reported that the Yatton Keynell cabinet is now live and their service will be rolled out. Road Closure have been notified to allow work in West Yatton & Long Dean in January 2021.
Clerk to request a meeting with Gigaclear representative to establish timeline for completion of outstanding work in the village.
Cllrs Parker & Grainger reported that they had recently met with representatives of YKRA to be shown the recently completed Read Room.
6. HIGHWAYS
Highway Improvement request received from CATG for consideration by the Parish. The location are the bends at Park Farm, Grittleton Road. As the Parish Boundary with Grittleton PC bisects the bends it is proposed that the Parish Contribution (25% of the cost of a project) is split between the two parish councils. Councillors agreed to support the proposal to place “Reduce Speed Now” on the Bend signs and to repaint SLOW on the road and add yellow bars. PC contribution is estimated at £400 split between the two PC’s.
7. PLANNING
19/01490/FUL Land to the East of Farrells Field
Persimmon have submitted a revised application to address issues raised by Wiltshire Council Ecology Officer, the main changes being the shortening of rear gardens on the southern & western boundaries to create ecology strips.
The Parish Council note that Wiltshire Council have not yet taken up the offer by the applicant to fund the relocation of the 30 mph speed limit, the Parish Council have lobbied and will continue to press Wiltshire Council to accept this offer. The Parish Council also note that the need for a contribution towards the expansion of the GP Surgery has not been pursued with the applicant, despite this being included in the WHSA, again the Parish Council will lobby Wiltshire, Councillors to pursue this matter.

9. COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
The increase of dog mess not being picked up was discussed, notice will be put in the January Honeycomb.
