MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 7th AUGUST 2023

Minutes of the Meeting – 3rd July 2023 – approved & signed by – Cllr A. Parker.
5.REGISTER OF ACTIONS
Speed Indicator Device – Cllr F Plowman to contact the Clerk of Hullavington PC to discuss installation and operation.
Litter Bins, proposal circulated by the Clerk for the purchase of two bins cost circa £500 approved.
6.PLANNING
PL/2023/06406 – Tiddleywink – Agricultural Building, it was noted that the application had been assigned, incorrectly, to Chippenham Without Parish Council, Clerk has informed the Planning Department. Councillors unanimously agreed – No Objection.
PL/2022/05696 – Drovers Green, revised drawings have been submitted by the applicant regarding fencing & planting. Councillors found that the revised plans for fences were acceptable and reflected discussions held with the applicant. It was noted that with regard to the soft landscaping, Condition 11 has not been complied with and the Developer’s attention should be drawn to the matter.
Although not related directly to the application under review, the pedestrian access into Farrells Field does not appear to be compliant with current accessibility requirements and a question was raised as to whether the attenuation pond should be fenced in a similar way to the one in Corston.

Wiltshire Council Local Plan 2023 – 2038, the published plan has been approved by Cabinet & Council and will be subject to a period of public consultation in September.
The Plan sets out the vision and framework for housing, infrastructure and land for employment growth for the next 15 years, based on current government policies. Once adopted, all planning applications will be determined against the Plan. It was noted that the Plan anticipates that Yatton Keynell would be expected to have only two additional houses and therefore for all practical purposes no further developments are anticipated in the village in the period to 2038. 7.CLERK – FINANCE
PPK Littlejohn LLP have notified the Council that the Audit of 2022-23 AGAR has been successfully completed and the Completion Certificate has been issued & published.
Three payments were approved:
PKF Littlejohn LLP – £252.00 – Cheque No. 101288 – Audit 2022-23 (Inc VAT £42.00) JCB – S Garden Maintain Ltd – £832.80 Cheque No. 101290 – Village Maintenance July
I J Plowman – £226.41 – Cheque No. 101289 – Clerk July plus reimbursement of expenses (£0.75)

8.HIGHWAYS, FOOTPATH & PLAY AREA
Clarks Leaze Play. Following a discussion with Wiltshire Council regarding grass cutting and maintenance, Wiltshire Council have confirmed that the whole area is Wiltshire Council land which they will maintain. They also notified the Parish Council that the play area has been condemned and recommended the removal of the equipment. The area will remain as an open space. Wiltshire Council have stated that it will be possible in the future for the Parish to take over a small area for a future play area. Councillors agreed to consult the village on the future use of this area.
Diversion of Public Right of Way CCOM7, Councillors were unanimously opposed to the proposal, noting that the proposal would move the right of way into the Parish would encroach into an SSI and woodland.
B4039 40mph Tiddleywink speed limit review was due to be completed by the end of July. U Cllr N Botterill to request an update from Highways Department.
Grittleton Road pavement, Clerk to submit request to LHFIG to improve the pavement to make it more accessible for all.
Highways Maintenance, U Cllr N Botterill is collating details of roads that are in need of repair for inclusion in the maintenance program, the entrance to The Maltings to be included.
