MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL
Monday 6th September 2021

4. MINUTES OF THE LAST PARISH COUNCIL
Minutes of the Meeting –2nd August 2021 – approved to be signed by – Cllr A. Parker.
5.REGISTER OF ACTION
Village pond – No update, work will recommence shortly following the start of the new school term.
Clarks Leaze Play area, awaiting confirmation from Wiltshire Council that the proposal is acceptable. Wiltshire Council have proposed a transfer of asset, however due to the cost of grass cutting this was not considered to be a viable option.
Park Farm bends – it was noted that the new road signs had been installed, road markings remain outstanding.
6.PLANNING
Applications – Considered before the meeting due to consultation deadline and to be minuted:
PL/2021/07257 – Rose Cottage Broomfield – Creation of self-contained Annex (Resubmission) – No Objection.
PL/2021/07861 – Tree work in St Margaret’s Churchyard – No Objection.
Applications considered at the meeting.
PL/2021/07109 – 2 Old School Gardens – Extension – No Objection.
PL/2021/07610 – The Barn Tiddleywink – 20MW Battery Energy Storage System (BESS) – Objection
This application is out of area however the nearest residential properties are in Tiddleywink. Whilst the residents are listed as consulted neighbours, the parish council is not listed as a consultee and was not informed of the application, Councillors requested Unitary Cllr N Botterill to raise this issue with the planning officer.
Councillors noted that whilst this is a new application it is in fact a revision to the previously approved 19/10628/FUL. The capacity of the battery store is increased from 10 mw to 20 mw & this now requires the barn to be demolished to accommodate the revised layout within the existing footprint. There is no change to the previously approved access.
Councillors were concerned about the safety of large scale battery energy storage systems and in light of recent research found during the review of the proposed Leigh Delamere site, Clerk to send the research papers to Unitary Cllr N Botterill, call upon Wiltshire Council to determine the correct approval process for such installations particularly as this site is close to residential properties and important infrastructure.
19/01490/FUL Land to the east of Farrells Field, the application was approved by Wiltshire Council in mid-August, Persimmon anticipate starting work during the autumn 2021. Councillors were asked to consider a suitable name for the new road. Proposals will be considered at the October meeting.
PL/2021/06100 – Proposed Solar Farm Leigh Delamere – objection has been submitted, no further update as we await the submission of revised reports that have been requested by Wiltshire Council officers.
7.WILTSHIRE COUNCIL CLIMATE STRATEGY & NATURAL ENVIRONMENT CONSULTATION
Wiltshire Council consultation is open until 17th October 2021, Councillors encouraged to read the material. Parish Council will determine at the October meeting whether to make a submission.

8.CLERK – FINANCE
One payment was approved:

9.QUEENS JUBILEE JUNE 2022
Councillors will consider proposals over the coming months to mark the Jubilee in June 2022.
It was noted that the Parish has no suitable location to partake in the beacon celebrations.
10.HIGHWAYS, FOOTPATH & PLAY AREA
Cllr D Towl & Clerk to approach the landowner of the field to the left of Biddestone Lane to request a permissive right of way to link YKEY15 to YKEY 17.
