MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 6th NOVEMBER 2023

Present: Cllr A Parker (Chair), Cllr C Grainger, Cllr M Green, Cllr. F. Plowman, Cllr D Towl, Cllr M Woodcock. & U Cllr N Botterill & I. Plowman (Clerk).

1.PUBLIC GALLERY
Letter received from resident in The Maltings requesting that bench at Coopers Meadow is replaced, Cllr Grainger suggested the replacement should be made from recycled material. Decision deferred.

4.MINUTES OF THE LAST PARISH COUNCIL
Minutes of the Meeting – 2nd October 2023 – approved & signed by – Cllr A. Parker.
5.REGISTER OF ACTIONS
Track – No update, lawyer to pursue vendor.
Tiddleywink change of speed limit – No update.
Race Circuit liaison meeting, took place on 6th October – publication of monthly list of activities to be reinstated, circuit would also look to schedule circuit maintenance to a Monday to provide several quiet days. Liaison meetings to take place twice a year in future. Arrangements for future motor cycle evening meets still to be determined.
6.PLANNING
PL/2023/08429 – 22 John Aubrey Close – Tree work – No Objection
PL/2023/09309 – Alexandra House – Single Storey Rear Extension – No Objection (Unanimous)
Cllr A Parker to speak to Persimmon to progress outstanding planting and to resolve pavement issue on Farrells Field link.
7.CLERK – FINANCE
Three payments were approved:

I J Plowman – £255.61 – Cheque No. 101298 – Clerk October plus expenses

JCB – S Garden Maintain Ltd – £479.90- Cheque No. 101299 – Village Maintenance
A S Parker – £6.49 – Cheque No. 101300 – Spring Bulbs

8.HIGHWAYS, FOOTPATH & PLAY AREA
West Yatton Lane bin, Idverde have given notice of termination of the collection service or accept a price increase of 356% (£175 per annum for weekly collection to £312 per annum for fortnightly collection) from 1st December. It was noted that this is part of a wider service issue that many other Parish Councils have faced with Idverde since Wiltshire Council entered into a new contract with Idverde effective February 2023. As recently one bin was removed from Jubilee Fields which is serviced by Wiltshire Council, Cllr N Botterill is attempting to have the West Yatton bin added to the Wiltshire Contract.
Bulb planting, Councillors undertook spring bulb planting assisted by one young resident, further session to be undertaken.
Bus Shelter, graffiti Clerk to request Parish Steward to remove.
Parish Steward, Mark Hawkins has recently left Milestone (Wiltshire Council contractor), replacement Lee Escott is currently undergoing training.
Christmas Tree to be placed in the Market Cross, switch on will take place 8th December – 19:00 as part of carol service organized by the church.
Councillors noted that there had been another multi vehicle crash at Biddestone crossroads on the evening of 2nd November, Police had attended – Highways also informed.
The Street flooding, VACTOR is scheduled to attend, Parish Steward to be requested to clear gullies.
