MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 6th MARCH 2023

1.PUBLIC GALLERY
Representatives of the YKRA submitted a bid for Community Infrastructure Levy funds to replace the Village Hall kitchen. Councillors agreed to fund the replacement kitchen based on an estimate from Chant & West £17,780.68 and replacement roller shutter £624, work scheduled to take place during August 2023. Payment will be made against presentation of supplier’s invoices. Councillors approved funding of up to £20,000 for the total project.

5.REGISTER OF ACTIONS
Speed Indicating Device (SID), Cllr F Plowman to obtain quotes for a device.
Footpath YKEY 5 Grittleton Road to West Wells, Cllr D Towl reported materials were being delivered and the work is scheduled for 15th March 2023.
Castle Combe Race Circuit – U Cllr N Botterill reported that he had a meeting with circuit management, Clerk to request follow-up liaison meeting along with Castle Combe PC.
John Aubrey Close dropped kerbs, Councillors agreed to make a 30% contribution (£600) towards the cost, estimated at £2,000 by LHFIG.
Coronation events, Cllr M woodcock reported that YK Events are organizing an event on Monday 8th May and considering proposals to decorate the village. A request for funding will be considered at the April meeting if a request is submitted.
Market Cross wall, Church Farm Management Company have confirmed ownership of the Market Cross boundary wall, Clerk to write to individual property owners where repairs are necessary.

Burial Ground Regulations, Cllr F Plowman to investigate other Council’s rules and suggest revisions to our own.
6.TRACK BETWEEN SCHOOL AND BLACKSMITH CLOSE
Persimmon Homes/Charles Church have offered the track to the Parish Council for a nominal sum – one pound (£1). Councillors unanimously agreed to accept the offer subject to contract and due diligence, further agreeing to appoint Wykeham & Co to advise the Parish Council on this transaction for a fee of £1,100 plus VAT and expenses.
7.PLANNING
Planning applications considered: None.
19/01490/FUL – Drovers Green. Three Councillors, the Clerk & U Cllr N Botterill met with two representatives of Persimmon Homes to discuss the boundary treatment between plots 5- 12 and No.2 Cold Harbour, which whilst recognizing that the actual works have followed the approved plans, as there was found to be no mature hedge in situ as originally thought the plans have resulted in a dead area of ground and a lack of privacy for the affected properties. Cllr A Parker has written to Head of Development & Head of Ecology outlining the situation and requesting a review of the plans and the resultant outcome.

D Towl – £408.47 – Cheque No.101271 – Reimbursement of expenses pond project.

Best Kept Village Competition, clerk to circulate details, decision on entry will be made at April meeting.
9.COMMUNITY GOVERNANCE REVIEW
Two Councillors and the Clerk attended the public consultation meeting held on 27th February at Biddestone Village Hall, no members of the public attended. Wiltshire Council are progressing the process with any approved boundary changes being implemented in time for the 2025 elections.
10.HIGHWAYS, FOOTPATH & PLAY AREA
B4039 change of speed limit. Clerk has received and circulated, following a Freedom of Information request, a copy of the Sct 278 agreement concluded between Wiltshire Council and Persimmon Homes regarding the required roadworks on the B4039 at the entrance to Drovers Green. Noting that the agreement includes the relocation of the speed limit by 40 metres towards Tiddleywink.

The document was signed 16th November 2021, the day after the public consultation closed for the published Traffic Regulation Order (TRO) and six days before and email was sent by a member of Wiltshire Council Highways Team notifying the Parish Council that public comments regarding the TRO had been received and would be evaluated and considered before a recommendation would be made.
The Parish Council continue to press for a meeting with Wiltshire Council to resolve this issue.
Ash Die Back, noted that there will be day time closures (March 20th to March 31st) on the A420 between Giddeahall & Ford. WC Highways have confirmed that a “Gate person” will be positioned at either end of the closure to attempt to prevent diverted traffic using the West Yatton – Long Dean lane (C164) and the Ford to Castle Combe road.
Noted that Grittleton Road will be closed on 29th March (09:30 – 15:30) at Springfield Farm to Southview for BT works.
