MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL
Monday 6th July 2020 – Virtual Meeting

The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 (“the 2020 Regulations”) came in to force on 4 April. The 2020 Regulations enable local councils to hold remote meetings (including by video and telephone conferencing) until 7th May 2021.
1.PUBLIC GALLERY
Concern expressed by some residents in The Maltings at the siting of vermin in the area, information on this issue is available on the Wiltshire Council website.
Concern expressed by some residents in The Maltings concerning tall trees on private land, this can only be dealt with by Wiltshire Council under Part 8 of the Anti-Social Behaviour Act 2003. Parish Steward to be asked to check the footpath behind The Maltings for root damage – trip hazards.
A resident asked who is responsible for the upkeep of the Silver Birch trees in John Aubrey Close, it was conformed that these are on public land and are the responsibility of Wiltshire Council.

5.REGISTER OF ACTION
Village Pond – Cllr Towl reported he had been in contact with Wiltshire Wildlife Trust, who have suggested a wildlife survey of the pond and possible information board. Discussions ongoing.
6.PLANNING
19/01490/FUL – Land to the East of Farrells Field.
Chairman reported that Wiltshire Council Ecology officer has requested a Newt survey.
20/04354/FUL – Change of Use Part of Village Shop to Café – Support – Unaminous Decision.
7. CLERK & FINANCE
Four payments were authorised, cheques to be signed by signatories post the meeting:

Electricity – The Market Cross, agreed to renew for further 12 months with Scottish Power – On Line Fixed Saver July 2021 Tariff, Clerk to action.
Burial Ground Garden Bin – agreed to renew for 2020/21 (£50) – Clerk to action.
Request received from a resident in Tiddleywink (via Wiltshire Council) for a Metro-count of vehicle speed to be undertaken. Agreed unanimously. Noted, that metro-counts are currently suspended due to lower than normal traffic levels.
Clarks Leaze Play Area, agreed unanimously to keep the play area close due to Covid-19 risk as Parish Council is not in a position to satisfy all the requirements stated in the Government guidelines, to be reviewed Bi monthly.
Post Meeting Note – Following review of requirements Councilors agreed to reopen the play area 20th July.
8. COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Cllr Towl informed the meeting of Cotswold Conversation Board Grants which are available. He agreed to look into further funding for the provision of easy access paths and seasonal information boards.
