A number of compliments have been received regarding the Christmas decorations around the Market Cross, shop, church & pub. Councillors recorded their thanks to all those involved.

Planning Applications considered:
Definitive Map – Diversion of CC 7 & YKEY25
Councillors maintained their objection to the proposal, a Councillor will speak at the Northern Planning Committee meeting on 22nd January 2025 when the proposal is determined.
Drovers Green Adoption – U Cllr N Botterill reported that progress was now being made following his conversations with The Director of Place – Wiltshire Council.

PL/2024/06837 – 4 Old School Gardens – Air Source Heat Pump – Withdrawn by applicant
7.CLERK – FINANCE
Village Maintenance Tender – Tender submitted by JCB-S Garden Maintain Ltd, for a three year period was unanimously accepted, with the exclusion of the cutting the Clarkes Leaze amenity area until such time that the ownership of the area is transferred to the Parish Council.
Precept & Budget – Councillors unanimously accepted the proposed budget and agreed to set the precept at £17,107.14, which will increase the Band D charge by 3% (£1.24) from £41.20 to £42.44
Burial Ground Fees – Councillors unanimously agreed to increase fees by 3%

8.HIGHWAYS, FOOTPATH & PLAY AREA
B4039 – Tiddleywink, following meeting in October with U Cllr N Holder – Cabinet member for Highways a proposal for a flexible walkway funded by Wiltshire Council received, Councillors stated that a reduction of speed limit to 30mph must also be part of the safety scheme. Chair & Clerk to review the proposal and reply to Wiltshire Council.
Drainage – there are a number of issues which require further investigation, Clerk to email U Cllr N Puntis & N Botterill:
Flooding of Brookside Cottage, Long Dean
Drovers Green attenuation pond and its impact on local area
Drovers Green road drainage to resolve any issues prior to adoption
B4039 – Kents Bottom drainage issues
B4039 – The Street CCTV survey of drainage system
B4039 – Fowlswick Lane crossroads, Cllr F Plowman reported that there had been another collision at the crossroads. Clerk to report incident to Chippenham Without PC.
B4039 – The Street junction with Biddestone Lane & West Yatton Lane, Councillors agreed to submit a request to LHFIG to review junction layout to stop vehicles travelling south from B4039 to Biddestone Lane cutting across the junction. Clerk to progress.
Village Spring Clean to take place on 15th March 10:00, Parish Council will provide pickers & bags.
Rights of Way junction of YKEY 8,9.10,12 – Cllr D Towl to request Cotswold Wardens to schedule work to improve the drainage in the area and ground conditions.
