MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 6th FEBRUARY 2023

Present: Cllr A Parker (Chair), Cllr M Green, Cllr C Grainger, Cllr. F. Plowman, Cllr M Pope, Cllr S Richards, Cllr D Towl, Cllr M Woodcock & U Cllr N Botterill & I. Plowman (Clerk).

1.PUBLIC GALLERY
Resident inquired whether the Parish Council had plans to promote Coronation Events in the village. To be discussed at the March meeting.
U Cllr N Puntis, attending as a local resident, reported on the recent Flood Working Group meeting, outlining proposed actions to prevent further issues in West Yatton. It was noted that it is two years since Wiltshire Council Highways agreed to install an additional road gully in West Yatton to capture surface water run-off to direct the flow into the existing drainage system. Also reported that the flooding issue in Grittleton Road at Phillips Grove is due to a collapsed drain, which is to be scheduled for repair.
Local resident had contacted the Parish Council about possible fly- tipping at the Crown Inn Giddeahall, after enquiries it has been established that the premises are currently being restored.

5.REGISTER OF ACTIONS
Speed Indicating Device (SID), Cllr F Plowman reported that she is a awaiting a response from a Parish Council in Cornwall regarding a SID which also includes the registration number of vehicles on the display.
Footpath YKEY 5 Grittleton Road to West Wells, Cllr D Towl reported on costings for ditch crossing and stile, Councillors agreed to fund the replacement using timber for circa £200.
Castle Combe Race Circuit – U Cllr N Botterill reported that he has a meeting with circuit management has been scheduled for 9th February.

6.PLANNING
Planning applications considered:
PL/2022/09780 – The Barn Tiddleywink – Installation of Solar Panels. No Objection – Unaminous
Noted that there have been a number of applications for the construction of the battery storage facility which have involved The Barn being retained or demolished.
PL/2022/09855 – 5 Tiddleywink – New Vehicular Access – Since last month’s meeting it was discovered that a similar application was refused (N.90.2871.F) in January 1991, which had been recorded on the planning system in the wrong location, further objection lodged.
PL/2022/05696 – Drovers Green Variation. Post meeting, the application has been re-opened for consultation following submission of additional documents regarding the boundary treatment. Response to be drafted and circulated.


7.CLERK – FINANCE
Two payments were approved:
I J Plowman – £349.08 – Cheque No. 101267 – Clerk January & Expenses

Idverde – £210.00 – Cheque No. 101266 – Waste Collection

8.COMMUNITY GOVERNANCE
U Cllr N Botterill reported that the U Cllr for the Kington division was not supportive of the boundary change with Chippenham Without regarding the golf academy.
Post meeting note, public consultation on all proposed changes will take place between 7th February & 28th March.


9.HIGHWAYS, FOOTPATH & PLAY AREA
B4039 Speed Limit south towards Tiddleywink. Wiltshire Council Highways Officers have proposed that the revised location is implemented by splitting the speed limit sign away from the village gateway furniture, as the verge is too narrow on both sides of the road at the revised speed limit point. Councillors unanimously rejected this proposal, noting that this is contrary to Department of Transport guidelines, the same guidelines that Wiltshire Council relied upon to refuse extending the limit to include Tiddleywink. Clerk will inform Wiltshire Council Highways of this decision whilst also requesting a meeting with the Director of Highways to discuss issues surrounding the Sct 278 agreement and the relocation of the speed limit.
LHFIG have still not progressed and costed the amendments to West Yatton signage submitted in March 2022 following a site meeting in November 2021. U Cllr N Botterill to request that costings are presented to both Yatton Keynell and Castle Combe Parish Councils at the earliest opportunity for consideration.

Cllr D Towl requested that the Parish Council fund the replacement of a stone stile with a gate on footpath YKEY 23 in Long Dean. Agreed unanimously.


10.COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Burial Ground Cllr F Plowman requested that the regulations regarding the placement of additional memorials and artificial flowers are reviewed. To be discussed in March.
