MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 5th SEPTEMBER 2022

1.PUBLIC GALLERY
Applicant & property owner re applications PL/2022/05903 & 06245 – see below.
Resident requested that gullies are cleared and road swept in the centre of the village, Clerk to add to Parish Steward list.

4.MINUTES OF THE LAST PARISH COUNCIL
Minutes of the Meeting – 1st August 2022 – approved & signed by – Cllr A. Parker.
5.REGISTER OF ACTIONS
Welcome Postcard, Councillors agreed to fund the printing of welcome card, budget £50.00
6.PLANNING
Noted that a number of the planning conditions specified as part of the approval of 19/01490/FUL (Drovers Green) have not been satisfied prior to construction commencing and that the visibility splay was not completed prior to first occupancy.
U Cllr N Botterill – to arrange meeting with Head of Development Management & Parish Council representatives to discuss lack of enforcement of planning conditions at the Drovers Green site and to establish what is considered as a non-material amendment.
Councillors noted that the positioning of LPG tanks at the entrance to the site and the requirement to have gas dispersal walls along with the positioning of a telecoms cabinet has completely changed the street scene that was agreed with Urban Design and included in the original approval.
Planning Applications considered:
PL/2022/05696 – Variation to Planning Conditions – Drovers Green – No Objection subject to the above meeting taking place with a satisfactory outcome, subject to the lighting restrictive covenant covering property No.19, subject to the completion of the visibility splay with the 30 mph speed limit extended to include Tiddleywink.
PL/2022/05943 – Beaufort House – Replacement Outbuilding – No Objection
PL/2022/05903 & 06245 – The Old Farmhouse – Outbuildings – No Objection
Planning Updates – PL/2021/06100 – Proposed Solar Farm – Application was approved subject to conditions by the Strategic Planning Committee. Parish Council has written to the Chairman of the SPC regarding the enforcement of conditions.
7.CLERK – FINANCE
Clerk reported that the Parish Council had written to the Bybrook Benefice & the Archdeacon of Malmesbury regarding a recent internment in the Burial Ground.
Four payments were approved:
I J Plowman – Clerk Salary August – £261.46 – Cheque No. 101247

HMRC – Payroll Deduction Qtr 2 2022 – £7.00 – Cheque No. 101248
Duncan Joyce – £236.40 – Cheque No. 101249 – Payroll Admin

JCBS Garden Maintain Ltd – £455 – Village Maintenance – Cheque No. 101250

8.COMMUNITY INFRASTRUCTURE LEVY
No updates.
9.HIGHWAYS, FOOTPATH & PLAY AREA
Upper Castle Combe – Long Dean – C164 Cllr N Botterill to request that Highways inspect the road and check the bank for stability and that passing places are visible and usable.
Clerk to submit a request to LHFIG for dropped kerbstones to be installed at the entrance to John Aubrey Close following the completion of Phillips Grove.
U Cllr N Botterill to liaise with Castle Combe PC to re instate meetings with the management of Castle Combe Race Circuit.
