MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL

Monday 5th March 2018

1. PUBLIC GALLERY
Cllr S Hayward has tendered her resignation from the Parish Council in protest that Wiltshire Council have approved the outline planning application for a Warehouse development close to Junction 17 known as Chippenham Gateway, this was despite the fact that nine Parish Councils & 450 members of the public objected to the development, which is also against Wiltshire Council’s own core policy. The development is considered to be opportunist rather than strategic.

YKRA have an offer of a donation of a defibrillator. It was agreed that this should be sited on the exterior of the Village Hall, the installation cost will be £850, it was agreed that the Parish Council would match fund up to £400. Ownership remains with YKRA who will be responsible for ongoing maintenance.

The Parish Council would like to thank Alan Brinkworth for clearing West Yatton Lane following the recent heavy snow and for Jim Bruce Scott for gritting various areas around the village.

5. REGISTER OF ACTION
War Memorial – No funding has been sourced – project scrapped.
Clarks Leaze Playground – No response has been received from Greensquare with regards to request for funds.

Churchyard Status – Cllr Parker, Plowman & the Clerk met with the PCC Fabric Committee to discuss the status of the Churchyard. Cllr Parker to draft a letter of understanding stating the position of the Parish Council and to suggest a framework for the funding of future maintenance.

Village Maintenance it was unanimously agreed to accept JCBS revised tender. The tender will continue to be offered as one contract (reversing the decision from 5th February). Contract for 2019 will be discussed at the October meeting.

Burial Ground regulations will be recirculated with the following additions, reduced charges for minors, banning of plastic flowers and forbidding the release or placing of helium balloons & releasing wish lanterns.

7. CLERK & FINANCE
I J Plowman – £ 168.65 – Salary February

Chippenham Area Board Issue 5920 – Sign to indicate end of 20 mph school speed restriction.
Parish Council doesn’t support the proposal.

8. COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
It was reported with sadness that the village peacock had passed away.
