MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 5th JUNE 2023

Present: Cllr A Parker (Chair), Cllr M Green, Cllr C Grainger, Cllr. F. Plowman, Cllr M Pope, Cllr S Richards, Cllr D Towl, & U Cllr N Botterill & I. Plowman (Clerk).

1.PUBLIC GALLERY
A resident from Tiddleywink raised concerns of local residents’ that there was no pavement along the B4039 between Tiddleywink & the village. Whilst this has been ruled out by Wiltshire Council in the past, Councillors committed to look for other possible solutions. U Cllr N Botterill to request that Wiltshire Council cut the verge and that it is not left until the autumn. The Parish continue to press Wilshire Council for an update on the promised re assessment of the speed limit on this section of the B4039.

4.MINUTES OF THE LAST PARISH COUNCIL
Minutes of the Meeting – 9th May 2023 – approved & signed by – Cllr A. Parker.
5.REGISTER OF ACTIONS
Burial Ground regulations were amended, Para 18 to read:
Floral arrangements should have plastic wrappings removed. All dead flowers, wreaths, weeds, rubbish or other unsightly items shall be removed as soon as possible from graves and placed in the waste bins provided. Non-biodegradable items are not permitted.

Castle Combe Race Circuit – Clerk to remind the Managing Director that the meeting request is still outstanding.
Track between Blacksmith Close & School, the Council’s appointed lawyers are still awaiting documentation from Persimmon.
West Yatton signage (LHFIG proposal) split of costings between CCPC & YKPC has been received, councillors agreed to fund the £540 contribution requested.

6.PLANNING
PL/2023/03612 – Broomfield Farm – Menage, Stable Block & Change of Use – No Objection, subject to conditions restricting use to private only, no lighting, no parking of horse carrying vehicles within the defined area and satisfactory plans for the disposal of horse waste material.
PL/2023/03708 – Castle Combe Race Circuit revision to Quarry Entrance – Objection. Whilst the entrance is outside of the Parish, the consulted neighbours are within the Parish. Councillors agreed with the Highways Officer’s comment that there was insufficient information submitted to consider the application.
PL/2023/03703 Castle Combe Race Circuit revision to Main Entrance – Objection. Whilst the entrance is outside of the Parish, a majority of Councillors thought that design was inappropriate in context of the AONB and that a simple “cock & hen” design would be more in keeping with the area.
7.CLERK – FINANCE
Standing Orders – Updated NALC Standing Orders which had been circulated were adopted.
Code of Conduct – Wiltshire Council Code of Conduct which had been circulated was adopted.
Three payments were approved:
A S Parker – £169.74 – Cheque 101280 Reimbursement of expenses – Memorial Tree Plaque

JCB-S Garden Maintain Ltd – £615.30 – Cheque No. 101281 – Village Maintenance May
I J Plowman – £398.32 – Cheque No. 101282 – Clerk May plus reimbursement of expenses

Bank reconciliation was signed.
Councillors agreed that the Parish Council would sign the CPRE petition in support of promoting roof top solar panel on commercial & industrial buildings
8.COMMUNITY GOVERNANCE REVIEW
Councillors agreed to support the additional recommendation made by the Electoral Committee to include the property known as Lower Long Dean Mill within the Yatton Keynell Parish Council area.
9.HIGHWAYS, FOOTPATH & PLAY AREA
Councillors thanked the Cotswold Wardens for installing two gates (supplied by the landowner) and steps on footpath YKEY23 (Long Dean to Castle Combe) replacing two stiles.
The Street – the school and surgery to be asked to cut back overhanging vegetation.

Broomfield junction clerk to request that visibility splays are cut.
Parish Steward has returned to monthly visits (5th & 6th June).
