MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 5th FEBRUARY 2024

Present: Cllr A Parker (Chair), Cllr M Green, Cllr. F. Plowman, Cllr D Towl, Cllr M Woodcock, U Cllr N Botterill & I. Plowman (Clerk).

1.PUBLIC GALLERY
Two members of the public attended to discuss the removal of the play equipment and basketball hoop from the Clarks Leaze open recreation area. Councillors stated that, following a review of all the play areas owned by Wiltshire Council it had been decided on safety grounds to remove the dilapidated play equipment and MUGA and to grass over the land the area will remain as an active play area for general recreation and play, The area will continue to be maintained by Wiltshire Council Street Scene contractors.
Any decision on future alternative uses of the area will only be taken after a Parish wide consultation and any alternative use would require the Parish Council to take over responsibility for the upkeep and maintenance of the land. In that event, the additional cost could result in a substantial increase in the Parish Council Precept.
Two representatives from Stonewood Builders presented the details of two planning applications – Ivy Farm Access & Oak Lodge.

5.REGISTER OF ACTIONS
Track – No update.
Tiddleywink – B4039 – change of speed limit – No update
West Yatton Lane Bin – Wiltshire Council are contending that the waste in this bin is classified as commercial and cannot therefore be included in their contract. Legal advice to be sought from NALC regarding Wiltshire Council’s interpretation of The Controlled Waste (England and Wales) Regulations 2012.

6.PLANNING
PL/2023/10927 – Pond Cottage West Yatton – Ground mounted solar array – No Objection
PL/2023/11106 – Ivy Farm West Yatton – Access from A420 – Support – The revised access arrangement will enable Ivy Farm to operate as an agricultural/equestrian unit removing the need for agricultural, equestrian and supply vehicles to use the restrictive access that currently exists. Application has been called by Un Cllr N Botterill should officers be mindful to refuse the application.
PL/2024/00772 – Oak Lodge West Yatton – Demolish and replace dwelling – Support – the proposed replacement building will provide accommodation for a site manager at Ivy Farm thus supporting employment in the rural economy.
PL/2022/05696 – Drovers Green Variation, Cllr A Parker reported on conversations with the officer and Persimmon, the matter will be passed to Planning Enforcement to ensure that the site is completed.
7.CLERK – FINANCE
Cotswold National Landscape – Election of Area Representative, it was noted that Ray Sanderson of Malmesbury Town Council had been elected
One payment approved – I J Plowman £249.12 – Cheque No. 101306 Clerk January plus expenses.
8.HIGHWAYS, FOOTPATH & PLAY AREA
LHFIG – Proposal to change the speed limit on A420 from Biddestone Crossroads to Ford, the Parish Council objected to this proposal as it did not address all of the safety issues that exist on the A420. Councillors agreed that there should be one project to review the A420 from the A350 to the county boundary. As this road is part of the Primary Route Network it falls outside of the scope of LHFIG and it is unreasonable to expect Parish Councils to contribute to safety works on Primary & Secondary routes. Parish Council will write to the Chair of Chippenham Area Board.
Cllr D Towl has secured materials from Wiltshire Council to improve ditch crossings and stiles on YKEY10 & 11. Biddestone Lane – YKEY15 Cllr D Towl to discuss with the landowner ideas to improve visibility. YKEY16 (Surgery Footpath) Cllr D Towl to discuss with the School & Surgery whether safety barriers should be considered at the junction with The Street.
