MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL
Monday 5th August 2019

1.PUBLIC GALLERY
Two representatives from Gigaclear who are the appointed contractor by Wiltshire On-Line to install an Ultrafast Broadband network in North Wiltshire gave a presentation on the project, the current estimated installation date for the main part of the village is early 2020.
Resident from Tiddleywink reported that a petition to request a 30 mph speed limit through Tiddlywink will be sent to Wiltshire Council. Repairs to the verge, previously agreed with Wiltshire Council – Highways, Clerk will follow up with Highways on progress.
Request for the Parish Steward to sweep the pavements in the vicinity of The Maltings.

5.REGISTER OF ACTION
The Bell Inn has been recognised as an Asset of Community Value by Wiltshire Council for a period of 5 years – 29th July 2024.

6.PLANNING
19/06856/FUL Book House, Grittleton Road – work to Rear Annex/Garage – Support
19/06775/FUL Battery Storage – The Barn between Tiddleywink & the Golf Academy – Support, subject to:
Councillors note the vegetation planting proposals, however request that the plantings should be of sufficient stature to screen the facility so that there is no loss of amenity.
Councillors noted an inconsistency between the Planning & Design Statement, which states in several places in Paragraph 4 that the site will be secured with 2.4 metre mesh fence, whilst Drawing 727.P.01 shows a 1.8 metre fence on the Eastern boundary.
As a condition of planning being granted Councillors would wish to see a vehicle wash facility in place for the duration of the construction period and traffic management plan for the construction period which would include a restriction on delivery times for the larger pieces of equipment to minimize disruption to traffic on B4039.
7.CONSULTATIONS
Community Governance Review – Councillors agreed to consult with neighbouring parishes concerning possible changes to the Parish boundaries, Cllr Parker – Chippenham without, Cllr Plowman – Biddestone & Clerk – Castle Combe. To be discussed at next meeting.
