MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 4th SEPTEMBER 2023

Present: Cllr A Parker (Chair), Cllr C Grainger, Cllr. F. Plowman, Cllr M Pope, Cllr D Towl, Cllr M Woodcock. & U Cllr N Botterill & I. Plowman (Clerk).

1.PUBLIC GALLERY
Resident from Church Farm raised concerns about the recent evening Motor Cycle meeting at Castle Combe Race Circuit. Chairman has spoken to the Managing Director who confirmed circa 1,500 bikes attended. U Cllr N Botterill confirmed that Wiltshire Council are investigating if permissions are required to hold such events. See – Register of Actions.
Chairman of YKRA updated the Parish Council on the village hall kitchen refurbishment project, decision taken not to widen the doorway, replacement of the hatchway is still subject to a final decision, Councillors agreed to fund the redecoration of the entire kitchen. See Finance.
Resident from Blacksmith Close raised the concerns about pothole near Old School Gardens. Chair reported that this defect is the result of a failure of a Wessex Water repair which has failed for the second time, Clerk had first reported the issue to Wiltshire Council on 31st July, with clear instructions that it was a Wessex Water responsibility. A visiting Wiltshire Council Highways Officer was made aware of the issue on 30th August and was going to chase Wessex Water.

5.REGISTER OF ACTIONS
Track between School & Blacksmith Close, first draft legal documentation received from lawyers for review.
B4039 – Tiddleywink Speed Limit review, Cllr A Parker reported on meeting held on site – 30th August with Wiltshire Council Highways, Atkins, U Cllr N Botterill, Cllr F Plowman and the Clerk, recommendation awaited.
Race Circuit liaison meeting, following concerns expressed about evening motor cycle meet, circuit have proposed two dates for a meeting at the end of September.

Clarks Leaze Open Area, request received from local resident for some of the area to be allocated to allotments. Play area, Wiltshire Council preparing report recommending removal of the current play equipment.
LHFIG – request to consider modifications to pavement in Grittleton Road to improve accessibility has been submitted.

No applications to consider.
U Cllr N Botterill to follow up with planning officer when PL/2022/05696 Drovers Green would be determined.

9.COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Lakmini Harkus a resident joined the meeting and introduced herself to Councillors, having expressed an interest in becoming a Parish Councillor. As there has been a vacancy since the elections in May 2021 Councillors are able to Co-opt Lakmini Harkus to serve as a Parish Councillor – Unanimous decision.
No other issues raised.
