MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL
Monday 4th November 2019
Present: Cllr A Parker (Chair), Cllr M Crookall, Cllr C Grainger, Cllr M Green, Cllr. F. Plowman, Cllr M Pope, Cllr S Richards, Cllr M Woodcock and Ian Plowman (Clerk)
Also Present: 2 Members of the public
No issues raised by those attending. Clerk informed the meeting that he had been contacted by a resident in West Yatton to request the Parish Steward to clear a blocked drain, this will be added to the list of jobs for the Parish Steward in November.

5.REGISTER OF ACTION
Community Governance Review, the review of boundaries jointly submitted by Biddestone hasn’t been included in the initial round by Wiltshire Council. As there is still an opportunity to request a review, Councillors agreed to request a review of the boundary in the Long Dean area as this area is split between two parishes and also to request that the Golf Academy, The Barn & Electricity Substation are reallocated to Yatton Keynell from Chippenham Without as these commercial properties form the a gateway to the village when approaching from the south.
19/10126/TCA – The Book House – Fell 3 Fruit Trees – No Objection
The following three applications have been received since the agenda was circulated, as they are like for like replacements for previously approved planning applications which will shortly time expire, the meeting agreed to discuss and unanimously agreed to Support the applications subject to Listed Buildings approval in the case of 19/10445/LBC.
The Cottage, Harveston, West Yatton:
19/10190/FUL – Construction of detached Garage (Replaces 16/10654/FUL)
19/10183/FUL & 19/10445/LBC – Conversion & Extension to provide Kitchen, Dining Room & Room above. (Replaces 16/10643/FUL & 16/10896 LBC)
19/06775/FUL – The Barn Tiddleywink, Clerk informed the meeting that this application had been withdrawn by the applicant. The Applicant’s agent has informed the Clerk that the scheme will shortly be resubmitted which will include a revised landscaping scheme.
7.CLERK & FINANCE
I J Plowman – £520.70 – (Clerk Salary – October -£236.70 & Noticeboard £236.67 + VAT £47.33) J Bruce Scott – £502 – Village Maintenance
Financial Regulations: NALC have prepared a model set of Financial Regulations, which have been modified as appropriate for a small Parish Council by the Clerk & reviewed by the Chairman prior to circulation to Councillors. Councillors unanimously resolved to adopt the regulations.
As per Sct 2.2 of the Financial Regulations the Bank Reconciliation as at 18th October 2019 was signed by Cllr Crookall. No exceptions were noted.
8.COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
A Councillor had received an enquiry from a resident as to the status of the stables on Biddestone Lane, these premises were investigated by Wiltshire Council Enforcement Officer twelve months ago, no further action was deemed necessary after the site had been tidied.
