MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 4th MARCH 2024

1.PUBLIC GALLERY
Chair of YKRA presented a request for funding for solar energy project at the village hall. Initial costings indicate a project cost of £21,000. YKRA have been awarded grants of £8,000 from SSE & £5,000 from Chippenham Area Board towards the project. Councillors agreed to fund the balance of the project circa £8,000 subject to final costings & written estimate being provided.

Track between Blacksmith Close & School – No update, lawyer still waiting response from Persimmon.
Tiddleywink – B4039 – change of speed limit – No update
West Yatton Lane Bin – Waiting for legal opinion from NALC
Rights of Way YK10 & 11 replace ditch crossing Cotswold Wardens, project deferred to drier weather.
Rights of Way YK15, hedge to be lowered at exit onto Biddestone Lane to improve visibility for walkers, deferred to the autumn (legal restriction due to nesting season).
Rights of Way YK16 (footpath from village hall to The Street) awaiting response from Surgery & By Brook Valley School.
6.PLANNING
PL/2024/01771 – The Stone Barn Homefields – Tree work in conservation area – No Objection
PL/2024/02298 – Nut Cottage Long Dean – Tree work in conservation area – No Objection
PL/2022/05696 – Drovers Green Variation – Application still to be determined by officers.
7.CLERK – FINANCE
Two payments approved:
I J Plowman £240.81 – Cheque No. 101307 Clerk Salary February plus expenses

HMRC – £180.00 – Cheque No. 101308 Payroll deduction Qtr 4 2023-24

Bank reconciliation signed by Cllr A Parker.
Clerk has contacted CPRE as annual subscription has not been collected by direct debit. Post meeting note CPRE waived fee for six months due to their administrative error, Cheque No.101309 -£30.00 sent for the remaining balance, approved via e mail.
Councillors reminded that annual village tidy will take place 16th March.
8.HIGHWAYS, FOOTPATH & PLAY AREA
The Street (B4039) blocked gullies, VACTOR was scheduled to carry out clearance, the work has been postponed due to other issues in the county, currently rescheduled for later in the month.
