MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL
Monday 4th March 2019

5.REGISTER OF ACTION
The Bell Inn – Chairman will discuss the issue with Cllr Baroness J Scott following public meeting on 15th March 2019.


6.PLANNING
Wiltshire Housing Site Allocation Plan – Inspectors Examination, meeting dates were noted, no action required.


Wiltshire Rural housing Needs Survey – Distribution allocated to Councillors, closing date 8th April, notices to be posted on website, Facebook & noticeboard.


Community Led Housing – Cllrs Parker, Plowman & Clerk to attend drop in session on March 5th and report back to next meeting.


19/01490/FUL – Land to East of Farrells Field
Two representatives from Persimmon Homes along with one resident from Farrells Field attended the meeting. The resident stated that the density of the proposed houses was too high, 38 is not about 30. The site is a not a good design, with the placement of properties there is a lack of privacy for some properties in Farrells Field, with one property being overlooked by five properties, the offset between properties was also questioned.
Parish Councillors enforced these views to the Persimmon representatives and stated their agreement with the report issued by the Senior Urban Design Officer of Wiltshire Council. It was also pointed out that the whilst the plans state that there is only one four bedroom house, there are two others – type Roseberry which have a fourth bedroom and that both the Chedworth and Roseberry have inadequate parking spaces for a four bedroom house, several other design flaws were pointed out.
Parish Councillors stated their disappointment with Persimmon Homes in terms of taking into account resident’s views stated at the meeting in September, and reiterated the number of houses is not acceptable, Parish Council will maintain their position as stated in the WHSAP of approximately 30 units.
Persimmon Homes were invited to the public meeting on 15th March and it was hoped would attend with a revised layout to put to the meeting.

Property owner spoke to the meeting and presented additional drawings to those available on the Planning Portal, which clarified the submitted plans.
