MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 4th JULY 2022
Present: Cllr A Parker (Chair), Cllr C Grainger, Cllr. F. Plowman, Cllr M Pope, Cllr S Richards, Cllr D Towl, Cllr M Woodcock, U Cllr N Botterill & I. Plowman (Clerk).

1.PUBLIC GALLERY
Residents have reported an increase in vermin activity in the vicinity of The Maltings, clerk to raise the issue with Wiltshire Council Environmental Health.
Resident of Tiddleywink requested that further investigations be undertaken to determine what happened to “missing” street light (May Minutes) U Cllr N Botterill to ask further questions and to raise the issue with LHFIG. Chairman also confirmed that the issue of the 30mph speed limit will not be dropped.
Proposed Solar Farm, representative from the Community Response Group was present – see Item 6 below.

5.REGISTER OF ACTIONS
Wild Flower planting at the School, Cllr Towl reported that seeding had been successful.
Village Pond project continues.
Market Cross wall repairs, Church Farm Management Company have confirmed that a builder has been appointed.
Clarks Leaze play area, quote to re seed and return to grass the area currently used, Clerk to chase.
Memorial Bench outside the shop, the style agreed – local supplier couldn’t supply similar curved design, to the “banana” style identified will be purchased.
6.PLANNING
Planning Applications considered:
PL/2022/03380 – Installation of Solar Panels – Grove Lane Cottage – No Objection.
PL/2022/04625 – Variation to Planning Condition – Swallowfields West Yatton – No Objection
Planning Updates – PL/2021/06100 – Proposed Solar Farm – Council have submitted a further objection following the recent submission of further documents by the applicant. Councillors noted that the Highway Officer, by issuing their opinion before the close of the public consultation period, had again failed to answers questions raised by the Parish Councils & the Community Response to the Transport Plan. Councillors agreed that U Cllr N Botterill should arrange for a further meeting with the Wiltshire Council – Director of Place to explain the position taken by the Highways Officer and to answer questions raised by the Community Response and the Parish Councils.
Councillors thanked the Community Response Group for their latest report criticizing the proposed transport plan.
The Chairman presented to U Cllr N Botterill a petition to be passed on to the planning officer, signed by residents and users of the local road network objecting to the proposed transport plan
7.CLERK – FINANCE
Quote accepted from Tony Wytchard for electrical work at Market Cross – £260.00
Three payments were approved:
I J Plowman – £257.00 – June Salary – Cheque No. 101239
HMRC – Payroll Deduction – £21.40 – Cheque No. 101240
JCBS Garden Maintain Ltd – £605 – Village Maintenance – Cheque No. 101241
8.COMMUNITY INFRASTRUCTURE LEVY
YKRA to be invited to the September meeting to submit their application.
9.HIGHWAYS, FOOTPATH & PLAY AREA
West Yatton – Long Dean – C164 signage U Cllr N Botterill to request that project hold is removed at next LHFIG meeting.
West Yatton – C164 – reported that there is a metro count currently being undertaken on C164, as West Yatton Lane is closed this will distort the information, U Cllr N Botterill to investigate.
Castle Combe Race Circuit, U Cllr N Botterill to arrange meeting with the circuit which Castle Combe PC & YKPC will join.
10.COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Clerk has received a request that a local resident to undertake litter picking as part of their Duke of Edinburgh award, agreed that a “safe” route be agreed and that YKRA have agreed that the playing field be included.
