MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL – HELD VIRTUALLY
Monday 4th January 2021
Present: Cllr A Parker (Chair), Cllr C Grainger, Cllr M Green, Cllr. F. Plowman, Cllr M Pope, Cllr S Richards, Cllr D Towl, Cllr M Woodcock & Ian Plowman (Clerk).
The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 (“the 2020 Regulations”) came in to force on 4 April. The 2020 Regulations enable local councils to hold remote meetings (including by video and telephone conferencing) until 7th May 2021.

5.REGISTER OF ACTION
Clarks Leaze play area, Cllr Parker drafting survey to be delivered to houses in the northern part of the village.
Cotswold Wardens will repair the footpath behind the Manor when COVID restrictions permit, alternative materials will be investigated.
Gigaclear installation work will commence in West Yatton Lane w/c 11th January network will be extended to West Yatton & Long Dean. The remaining areas in the main village to be connected are subject to various wayleave agreements to enable Gigaclear to cross private land. The Broomfield area will be part of a future Castle Combe project for which there is currently no date set.
6.HIGHWAYS
Metro counts (traffic speed monitoring) which were requested in late 2019 were carried out by Wiltshire Council during early November. Counters were placed in Tiddleywink, The Street and Grittleton Road. Results will be published on the website, the summary is as follows:

Community Speedwatch guidelines are that intervention will only be considered if the 85% tile is greater than 35.1 mph in a 30 mph area and 46.1 mph in a 40 mph area.
Drains, Clerk has reported the flooding to Wiltshire Council on The Street by Old School Gardens twice during December (5th & 23rd) as well as the blocked drain at the junction of Grittleton Road & B4039.
Dog waste bin opposite The Bell Inn has been replaced.
7.PLANNING
19/01490/FUL Land to the East of Farrells Field – No update.
Proposed Solar Farm Leigh Delamere – Developer informed the PC that the proposed planning application was being revised and would be submitted latter than anticipated.
8.CLERK & FINANCE
Clerk presented the budget for 2021/22, it was agreed unanimously to increase the precept by 2% which will increase the Band D Charge by £0.76 from £38.08 to £38.84, giving a Precept of £14,475, using a Council Tax Base of 372.67.
Burial Ground fees it was unanimously agreed to increase the fees from 1st April 2021
