5. REGISTER OF ACTION
Surgery – Biddestone Lane Footpath, the felling of trees at Biddestone Lane end, quote received from Barry Senneck – £850 accepted.
6. PLANNING
17/10615/VAR – Variation of condition 2 of planning permission 17/01182/FUL to allow for amendments to the roofing material – Ivy Farm, West Yatton, Yatton Keynell, Chippenham, Wiltshire, SN14 7EW
Support – Unaminous
17/10611/FUL – Construction of 5mw Energy Storage Barn – Tiddleywink Barn
Object – three supported motion to object, three abstentions. It was considered to be an inappropriate development close to the village entrance, which would be unsightly and therefore detract visually from the entrance to the village. It was doubted that sufficient planting would effectively screen the units and it would also result in the loss of a small but historic building.

7. CLERK & FINANCE
Speed Limit – Kents Bottom:
Letter received from local resident, via Wiltshire Councils Highways, requesting change of speed limit through Kents Bottom. Parish Council unanimously agreed a proposal to submit a CATG request for the 30 mph to be extended from the Village to past the Circuit entrance.
Churchyard:
Correspondence received PCC regarding the status of the Churchyard, it was resolved that Chairman will draft a report for the Parish Council. It was also agreed that until such time as the responsibilities of the Parish Council and the financial implications are better understood, any further grants from Parish Council funds, including the proposed grant to fund the church AV system are deferred. The PPC is to be advised accordingly.
Parish Council to join WALC.
Precept:
Agreed in principle to increase the precept for 2018/19 by 2%, Clerk to prepare budget and present to the next meeting.
