MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL
Monday 3rd June 2019

Present: Cllr A Parker (Chair), Cllr M Crookall, Cllr M Green, Cllr C Grainger Cllr. F. Plowman, Cllr M Pope, Cllr S Richards, Cllr M Woodcock and Ian Plowman (Clerk)

1. PUBLIC GALLERY
Members of the public gallery (11) attended for an update on the proposed development by Persimmon (19/01490/FUL). There has been no communication from Persimmon since 13th May when in a phone call to the Chairman they indicated that a revised plan was being prepared and that they would be in contact again when this had been finalised.
Wiltshire Housing Site Allocation Plan (WHSAP) there has been no update posted following the conclusion of the public examination of the plan by the Inspector during April.
Ultrafast Broadband the installation has been contracted to Gigaclear, their Community Engagement Manager is scheduled to attend the August PC meeting to give an introduction to the project in the area.
Clerk had received a request from a resident (not present) whether a team of First Responders could be formed. It was agreed that this was not a service the Parish Council should facilitate nor was it reasonable to expect off duty professionals to be on call. The emergency services via 999 provide the service. It was agreed to discuss with the YKRA the possibility of having the village hall Defibrillator placed in a cabinet outside the hall so that it is accessible at all time, likewise with the Defibrillator held at the Doctors Surgery.

5.REGISTER OF ACTION
Halfpenny Pond Grove Lane, following further research Cllr Richards proposed a course of action, to clear the pond of weed, ensure the entry & exit drains are clear, treat the water with an Enzyme & Phosphate mix and also place Barley straw in the pond in the spring.
It was agreed to ask for volunteers to clear the pond, article to be placed in the Honeycomb.
Biddestone Lane Stables – it was noted that the site appears to be tidier, but the issue of no planning permission remains outstanding. Chair to consult with the owner.
6.PLANNING
Rural Housing Needs Survey has been received by Councillors and the outcome noted.
7.CLERK & FINANCE
Electricity supply to Market Cross – Clerk to change supplier to e-on.
Burial ground Garden waste bin- Clerk to renew annual subscription.

J Bruce Scott – £645 – Village Maintenance

M P Singer – £1,274.09 Replacement Chq

Burial Ground – agreed to request J Bruce Scott to remove a tree from the burial ground, as roots will block future burial plots and cause damage to the stone wall.
It was agreed to amend the scale of charges to include a reservation fee for a double interment of ashes plot at a cost of £45.00 (Residents rate)


8. COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Cllr Richards asked if the Village Shop/P.O. and The Bell Inn could be registered as Assets of Community Value. Clerk to investigate.
Cllrs Green & Woodcock offered their apologises for the July meeting.
