MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 3rd JULY 2023

Present: Cllr A Parker (Chair), Cllr M Green, Cllr C Grainger, Cllr. F. Plowman, Cllr M Pope, Cllr D Towl, Cllr M Woodcock. & U Cllr N Botterill & I. Plowman (Clerk).

Two new residents to the village introduced themselves, no other issues raised

4.MINUTES OF THE LAST PARISH COUNCIL
Minutes of the Meeting – 5th June 2023 – approved & signed by – Cllr A. Parker.
5.REGISTER OF ACTIONS
Castle Combe Race Circuit proposed meeting with management is being chased by Wiltshire Council Cabinet Office.
Track between Blacksmith Close & School, the Council’s appointed lawyers are still awaiting documentation from Persimmon.
Speed Indicator Device – agreed in principle, to be costed, sites and operation agreed.
6.PLANNING
PL/2023/04500 – 3 Grove Lane – Two Storey Rear Extension – No Objection – Unanimous
PL/2023/04917 – Lower Grove Farm – Certificate of Lawfulness – No Objection – Unanimous, it was noted that the previous application PL/2023/02903 has been withdrawn, however the Parish Council’s comments still stand.
PL/2023/04919 – Ivy Farm West Yatton new vehicle access on A420 – No Objection, subject to approval by Wiltshire Council Highways Officers, noting that the pre application advice given to the applicant was supportive– Unanimous
The Crown Giddeahall – local residents have noted that little, if any, progress has been made with the restoration, Clerk to request an update from the tenant.

7.CLERK – FINANCE
Four payments were approved:
M Woodcock – £66.00 – Cheque No. 101283 Reimbursement for Garden Bin Burial Ground

HMRC – £169.20 – Cheque No. 101284 Payroll Deduction Qtr 1 2023/24
I J Plowman – £226.41 – Cheque No. 101285 – Clerk June plus reimbursement of expenses (£0.75)

Cheque No.101286 – Cancelled
JCB-S Garden Maintain Ltd – £1,875– Cheque No. No. 101287 – Village Maintenance June

Bank reconciliation was signed.
8.BUS SURVEY
Agreed that Cllr F Plowman would complete the online survey on behalf of the Parish Council
9.HIGHWAYS, FOOTPATH & PLAY AREA
Clarks Leaze play area, grass doesn’t appear to have been cut recently following the change of contractor, U Cllr N Botterill to request that the area is maintained as in the past.
Surgery- Village Hall Footpath (YKEY16) agreed to replace litter bin with a larger capacity one, Clerk to circulate options.
