MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL

1. PUBLIC GALLERY
Property owner in Tiddleywinks requested that the Parish Council consider “No Footway – Pedestrians in Road” warning signs at Tiddleywinks. They were informed that this would be a CATG decision and that the Parish Council would be consulted.
A resident in The Maltings requested that the wall around the Oak tree be repaired as it is a safety hazard. Clerk will forward concerns to Wiltshire Council.

5. REGISTER OF ACTION
Community Speed Watch, still waiting for three volunteers to complete their training, if this is not done it was agreed to abandon the scheme.

6. PLANNING
17/04648/OUT – Outline application for 4 self-build dwellings relating to access and layout.
Object – Unaminous
The Parish Council recognised that this is a sympathetic development of 4 houses on good size plots. The location is reasonable with reasonable access, it was noted that access to the village by foot would be difficult due to the lack of pavement. However, the overriding concern was that the proposed site is outside of the settlement boundary and on that point the Parish Council Object to the development.

Draft Wiltshire Housing Site Allocation plan
It was noted that the draft proposal includes a development of approximately 30 dwellings on land to the East of Farrells Field. There is a ten week consultation period commencing 14th July 2017 with a drop in event at Neeld Hall Chippenham Monday 17th July 12:00 – 19:00. The Parish council’s response will be considered at the August meeting, noting that the deadline for a response is 22nd September 2017

Blarney Cottage – Biddestone Lane

It was reported that following discussions with the Planning Officer that building work has been suspended and that a revised planning application may be submitted.

17/05166/FUL – Extension and alterations to existing barn to facilitate creation of a dwelling incorporating subterranean accommodation – Tiddleywink Barn

Whilst this application falls within Chippenham Without because of its location, Clerk to request an extension so that the Parish Council can discuss at the August Meeting.

 

7. CLERK & FINANCE
Clerk has received enquiry from Nettleton PC as to whether any Parish Councillor wishes to partake in a training evening organised by WALC. Three Councillors expressed an interest.
