MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL
Monday 3rd December 2018
Present: Cllr A Parker (Chair), Cllr M Crookall, Cllr. C. Grainger, Cllr M Green, Cllr. F. Plowman, Cllr M Pope, Cllr S Richards, Cllr M Woodcock and Ian Plowman (Clerk)

1. PUBLIC GALLERY
Parking in Grittleton Road between Grove Lane & Coopers Meadow, due to two building projects being carried out in the area, it was noted that there has been issues both for pedestrians and road traffic.
Footpath that runs behind properties in The Maltings and joins Grittleton Road, surface is breaking up due to tree roots. Clerk will raise issue with Wiltshire Council.
Resident from Farrells Field updated the Parish Council on discussions that they had had with a planning officer from Wiltshire Council, with regards to the minimum distance between an existing & a proposed property, policy is that this should be a minimum of 21 metres.

5. REGISTER OF ACTION
The Bell Inn, as no response has been received from Enterprise Inns despite a reminder and the wall remains in an unsafe state, Chairman will raise the issue with Wiltshire Council.
Burial Ground Gate – updated quotation received from M Singer, for installation of a 4ft & 6ft gates – total £1,061.74 plus VAT, unanimously accepted.

Proposed development of Land adjoining Farrells Field – Nothing to report.

7. CLERK & FINANCE
Village noticeboard is in need of repair, Cllr Green to investigate.

8. COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Request has been received from a resident in Tiddleywink for “Pedestrians in Road” signs, request will be forwarded to CCATG.
Further to last month’s meeting, The Parish Steward following discussions with Wiltshire Council Highways has offered to insert drainage pipes and then infill the drainage grips between Tiddleywink & Village Gateway.
It was noted that three weeks after being reported fly tipping still hadn’t been removed from Biddestone Lane – Clerk to follow up.
Stable in Biddestone Lane – Clerk to consult with Wiltshire Council to establish procedure to determine if these are being used for living accommodation.
