MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL
Monday 3rd August 2020
Present: Cllr A Parker (Chair), Cllr C Grainger, Cllr M Green, Cllr. F. Plowman, Cllr M Pope, Cllr S Richards, Cllr D Towl, Cllr M Woodcock & Ian Plowman (Clerk)
One member of the public attended.
The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 (“the 2020 Regulations”) came in to force on 4 April. The 2020 Regulations enable local councils to hold remote meetings (including by video and telephone conferencing) until 7th May 2021.

5. REGISTER OF ACTION
Clerk confirmed that Wiltshire Council will recommence metro-counts during September.
Cllr Towl outlined ideas for grant applications for the village pond and information boards, Councilors were in favour of both proposals. Cllr Towl will continue with the applications.
Cllr Parker has been notified by a resident of a complaint made to Gigaclear of unauthorized work on private land, this is a private matter between the landowner and Gigaclear.
6. PLANNING
19/01490/FUL – Land to the East of Farrells Field.
Clerk & Chairman received notification from Persimmon on the afternoon of the meeting that a revised application was being submitted. Wiltshire Council Planning Officer has confirmed that there will be a further period of consultation, revised application will be discussed on 7th September 2020.
20/05627/FUL – Springfield Barn – Springfield Farm – Change of use to Dwelling.
Councilors were supportive of the application, however felt that the application lacked sufficient evidence that alternative uses had been considered as required by CP48. Cllr Parker will discuss with the applicants’ agent and circulate an update.

8. COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Agreed to replace the litter bin outside the village shop, Clerk to apply to Wiltshire Council for a replacement.
Cllr Plowman informed the meeting that a number of John Aubrey Close residents had informed her of a fume issue in the area, this was confirmed as an issue for the residents to take up with Wiltshire Council Environmental Health.
Overhanging vegetation, Councilors to inform the Clerk of properties where vegetation is obscuring the highway, list will be passed to Wiltshire Council for enforcement.
