MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL MONDAY 3rd APRIL 2023
Present: Cllr A Parker (Chair), Cllr M Green, Cllr C Grainger, Cllr. F. Plowman, Cllr M Pope, Cllr D Towl, & U Cllr N Botterill & I. Plowman (Clerk).

1.PUBLIC GALLERY
Representative from YK Events, presented a request for funding (£389.42) to purchase Union Flag bunting (560m) to decorate the village for the upcoming Coronation. YK Events were reminded of the need to obtain property owners’ permission to put bunting up. Councillors agreed three in favour, three abstentions and none against to fund the bunting.

3.APOLOGIES FOR ABSENCE
Cllr S Richards & Cllr M Woodcock, Cllr C Grainger left the meeting after 30 minutes.
4.MINUTES OF THE LAST PARISH COUNCIL
Minutes of the Meeting – 6th March 2023 – approved & signed by – Cllr A. Parker.
5.REGISTER OF ACTIONS
Footpath YKEY 5 Grittleton Road to West Wells, Cllr D Towl reported that the work has been completed, Councillors recorded their thanks to the Cotswold Wardens for their work.
6.TRACK BETWEEN SCHOOL AND BLACKSMITH CLOSE
No further information received, Cllr A. Parker to ask for update from Persimmon and our appointed legal advisor.
7.PLANNING
PL/2023/01889 – Alexandra House The Street Single Storey Rear Extension – No Objection, subject to a party wall agreement being agreed with the adjoining property. Unaminous.
PL/2023/01881 – Broomfield Farm – Menage, Stable Block & Change of Use – No Objection, subject to conditions restricting use to private only, no lighting, no parking of horse carrying vehicles within the defined area and satisfactory plans for the disposal of horse waste material. Three in Favour, One Abstention.
PL/2022/07364 – Broomfield Farm – Revised plans – No Objection, Councillors noted that whilst the applicant has identified a number of potential passing places on Cromhall Lane, it was noted that these were a mixture of informal, verge overrun and gateways. Three in Favour, One Abstention.
8.CLERK – FINANCE
Two payments were approved:
I J Plowman – £275.86 – Cheque No. 101272 – Clerk March JCB-S Garden Maintain Ltd – £672.30 – Cheque No. 101273 – Village Maintenance March
Clerk, presented the Annual Accounts and variance report, which will now be checked by the Internal Auditor.
9.HIGHWAYS, FOOTPATH & PLAY AREA
Cllr A Parker reported on a meeting held earlier in the day between himself, Cllr F Plowman, the Clerk, U Cllr N Botterill and U Cllr C Thomas (Cabinet Members responsible for Highways) regarding the speed limit on the B4039. U Cllr C Thomas was insistent that the speed limit sign has to be moved as the TRO had been enacted.
Post Meeting Note 1: Wiltshire Council have indicated they are prepared to carry out a further review of the speed limit between the Golf Academy and the village, however the speed limit sign is legally required to move.
Post Meeting Note 2: Gateway & speed limit sign was moved to a position where it blocked the verge on Wednesday 5th April 2023.
Footpath YK15, the ditch crossing beyond Jubilee field, the bridge and handrail are in need of repair, Cllr D Towl to source materials from Wiltshire Council Rights of Way Officer.
