MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL
Monday 2nd March 2020

1.PUBLIC GALLERY
Parish Councillors remembered Mr Barrie Mellor who recently passed away, Barrie had served as Parish Councillor from 1976 to 2000 and as Chairman from 1986 to 2000. Cllr Parker has written to Mrs Mellor expressing the Parish Council’s condolences.
Parish Councillors recorded their thanks to Baroness J Scott OBE who has recently resigned as Unitary Councillor – Wiltshire Council following her acceptance of a Government position. Jane has served the By Brook area for 25 years as a local councillor.
There will be a By Election for the By Brook Division on 2nd April 2020 to elect a new Unitary Councillor, details are posted on the noticeboard & website.
Two residents from Kents Bottom requested a change in the speed limit at Kents Bottom and improved drainage. It was explained that the Parish Council had requested a reduction in speed limit from 50 to 30 mph, which was refused by CATG (CATG Issue 5937) as the relevant criteria weren’t met. Councillors recommended that the matter is referred to the Unitary Councillor post the By Election. Cllr Parker to request that the farmer clears the ditch on the west side of B4039. Clerk will request Highways clear the grips and drains in Kents Bottom. The residents of Kents Bottom had also submitted a Highways Improvement Request Form to Chippenham Area Board – Clerk will respond to Area Board.
J Bruce Scott – suggested relocating the Dog Bin opposite The Bell Inn to the Footpath sign as the current post was about to fail. Also agreed to remove a tree from Burial Ground before the wall is damaged. J Bruce Scott pointed out that there are a number of elm trees in the hedgerows in the area which need to be managed to avoid the onset of Dutch Elm Disease.
Concern was expressed at the state of the footpath behind The Maltings and in particular the rear fence of No.27 which is causing a hazard. Clerk to write to the property owner requesting that the area is made safe.

5.REGISTER OF ACTION
Defibrillator Cabinet has been purchased, installed & registered with Emergency Services. Cllr Crookall to request match funding from YK Events.
Community Benefit Fund – Purchase of Speed Indicator Device (SID). Cllr Parker reported that a resident had volunteered to operate a SID. Various locations were identified, Clerk to request metro counts as these should be less than two years old to deploy a SID.
Community Benefit Fund – Clarks Leaze play area remaining funds will be allocated to this project.
CATG – Grittleton Road Pinch Point, proposal put forward by Highways Engineer were rejected by Councillors.
CATG – Grittleton Road reposition start of 30 mph limit, not currently supported by CATG.
Clerk will respond to Email received concerning the balance of the Community Benefit Fund.
6.WILTSHIRE WILDLIFE TRUST – BYBROOK SUB CATCHMENT AREA ACTION PLAN
Contents of the report were noted – no further action required by Councillors
7.WILTSHIRE COUNCIL GREEN INFRASTURE & OPEN SPACE SURVEY
Clerk to submit the Survey on behalf of the Parish Council, amendments to the maps were noted, Burial Ground not marked and the fishing lakes Kents Bottom not shown.
8. PLANNING
No applications to consider.
9.CLERK & FINANCE
Clerk reported that Gigaclear presentation to the village on February 28th was well attended by circa 40 residents. Works are currently scheduled in John Aubrey Close & The Maltings in March, other parts of the village will be scheduled over the coming weeks.
Two payments were authorised:
