MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL

1. PUBLIC GALLERY
Residents from Grove Lane raised concern about Halfpenny Pond, as wildlife has disappeared and there was the possibility of pollution. The matter has been reported to the Environment Agency, who will respond if there is a reoccurrence.
As Mr Bruce-Scott was present for a later item, the Chairman took the opportunity to mention that he was aware that there had been discussion between Mr Bruce-Scott and the Churchwardens regarding grass cutting, weed control and maintaining a sensible balance of formal and more informal areas in the churchyard.

3. APOLOGIES FOR ABSENCE
Cllr M Green & Cllr K Jones.
Cllr R Whittaker has tendered his resignation from the Parish Council, which was accepted with regrets. The Parish Council thanks Ralph for his service and in particular his input to listed building work. The Clerk will notify Wiltshire Council of the vacancy so that it can be advertised.

5. REGISTER OF ACTION
Clarks Leaze play area fence, J Bruce Scott submitted a quote of £1,279.00 which was unanimously accepted.
Meeting to be arranged with PCC and the Priest-in-Charge to discuss the status of the Churchyard.
6. PLANNING
Wiltshire Housing Site Allocation Plan, Cllr Baroness J Scott has confirmed that she will table an amendment to the WHSA at Wiltshire Council Cabinet on 3rd July to make the access to the proposed site East of Farrells Field direct from B4039 and not via Farrells Field as currently stated.
7. CLERK & FINANCE
Payments Authorised:
I J Plowman – £ 301.44 – Salary July, expenses and Garden Bin for Burial Ground. HMRC – £15.00 – Payroll Deduction.
J Bruce – Scott – £1,668.00 – Village Maintenance
Area Board – Kissing Gate project two stiles were suggested as possible sites to install a kissing gate, Footpath YK10 in Grove Lane and between two fields on YK5, Clerk will liaise with Cotswold Wardens as to suitability.
8. COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Burial Ground – application for erection of a memorial was rejected based on type of stone and size, memorials must conform to Benefice Regulations as well as the PC Burial Ground regulations.
Cotswold Wardens to be asked if it is possible to improve the stile at the start of public right of way YK14 on B4039 – Grittleton Road Junction.
Clerk to submit a request to CCATG for a weight & width restriction to be applied to Biddestone Lane.
The Church has requested the use of the Market Cross for Cream Teas – 12th August & Harvest BBQ – which is granted. It was unanimously agreed to fund food for the BBQ – £50.00.
Public right of way YK 11 it has previously been minuted that access via the driveway is permissible.
