MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL Monday 1st NOVEMBER 2021

Present: Cllr A Parker (Chair), Cllr C Grainger, Cllr M Green Cllr. F. Plowman, Cllr M Pope, Cllr D Towl, Cllr M Woodcock, Unitary Councillor N Botterill & I. Plowman (Clerk).

1.PUBLIC GALLERY
PCSO Lewis Hawkins introduced himself to the meeting, his contact details are Lewis.Hawkins@wiltshire.police.uk and is keen to hear of any issues in the village. It was agreed to relaunch the Community Speedwatch group with his help.

Clarks Leaze pay area, resident presented the findings from a survey of residents at the north end of the village, the information to be sent to the Clerk for onwards distribution to Councillors. See 5 below.
Tiddleywink resident inquired about the consultation process & costs associated with relocating the 30 mph speed limit. Highways to be reminded that work on gullies previously cut in the verge on B4039.

4.MINUTES OF THE LAST PARISH COUNCIL
Minutes of the Meeting –4th October 2021 – approved to be signed by – Cllr A. Parker.


5.REGISTER OF ACTION
Village pond – Cllr Towl materials have been delivered awaiting availability of school children to progress.
Permissive right of way from YK15 to Biddestone Lane Cllr Towl has discussed with the landowner who doesn’t wish to pursue the matter.
Clarks Leaze play area Cllrs S Richards & A Parker had met two residents in connection with the Clarks Leaze play area. A verbal report on a survey undertaken by the resident was outlined to the meeting with an invitation extended to submit the details in writing by email either to the Clerk or Cllr Richards for further consideration. (see 1 above.)

6.PLANNING
PL/2021/09244 – Sydney Cottage West Yatton – Single Storey Extension & Garage
No Objection – As the property is in the AONB the suitability of materials proposed to be used on the extension should be determined by the Planning Officer.
19/01490/FUL – Land to the East of Farrells Field
Wilshire Council have confirmed that the development will be called Drovers Green. The development will be marketed by Charles Church as Eaton Gate. Persimmon have been asked to provide contact details for the site manager so that the PC can liaise direct. U Cllr N Botterill to speak to the planning department to amend one of the planning conditions where one plot has been omitted from a condition relating to rear external lighting and to confirm whether the Construction Method Statement has been approved.
PL/2021/06100 Proposed Solar Farm – No updates.


7.WILTSHIRE COUNCIL COMMMUNITY ENVIRONMENTAL TOOLKIT

8.CLERK – FINANCE
Two payments were approved:
I J Plowman – £248.04 – Clerk Salary October – Cheque No. 101219

JCB-S Garden-Maintain Ltd – £469.23 – October maintenance – Cheque No.101220


Village Maintenance – Tender document has been circulated and amended. Notice will be placed in Honeycomb and on village noticeboard & website.


9.QUEENS JUBILEE JUNE 2022
No issues raised – Village fete will be held September 2022.


10.HIGHWAYS, FOOTPATH & PLAY AREA
Following further complaints from West Yatton residents about large vehicles using the C164 (Giddeahall – Upper Castle Combe) U Cllr N Botterill has arranged a meeting (10th November) with Wiltshire Council highways to discuss signage at each end of the lane.
School parking response received from the chair of School Governors which was considered to be totally inadequate, reply will be drafted and circulated.
