MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL
Monday 1st June 2020 – Virtual Meeting

The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 (“the 2020 Regulations”) came in to force on 4 April. The 2020 Regulations enable local councils to hold remote meetings (including by video and telephone conferencing) until 7th May 2021.

No issues raised, one member of the public joined for the Planning – Update on 19/01490/FUL Land to the East of Farrells Field, which was taken as the first item.

5.REGISTER OF ACTION
Grittleton Road pinch point – Councillors have reviewed proposal from CATG and requested an onsite meeting with Wiltshire Council Highways Engineer to discuss options, Clerk to arrange.
6. PLANNING
19/01490/FUL – Land to the East of Farrells Field
Cllr Parker updated the meeting on discussions with the applicant. There are continuing discussions between the applicant and Wiltshire Council Planning Officer on various detailed items raised by various consultees, once these are concluded a revised application will be submitted.
20/03673/LBC – Old Barn West Yatton – Replacement Screen – No Objection subject to Listed Buildings approval.
Planning compliance, Cllr Parker will discuss with a property owner concerning a possible breach of planning laws.
7.CLERK & FINANCE
Gigaclear have applied to the Parish Council to cross the Council’s property in Church Farm, Cllr Parker has consulted with a member of Church Farm Management Company, our consent is subordinate to the residents of Church Farm’s decision we will be guided by that outcome. Gigaclear are have recommenced work in the village concentrating on a number of private roads, then working outside the village before starting work in John Aubrey Close towards the end of June to be followed by the main village.
St Margaret’s of Antioch PCC have approached the Parish Council for a contribution to funding a number of projects at the church. Councillors expressed disappointed that, following discussions with the PCC in 2018 the request had not been received prior to the Parish Council’s precept setting. The Clerk suggested a number of budgetary items that may not be required or incurred at a reduced level given the current Covid-19 situation. Councillors were reminded of the PC’s legal position re the funding of the church. It was resolved that £1,000 would be contributed to a project that improved the amenity of the village, i.e. repairs to the lynch gate or box tombs, to be paid upon completion of the work and sight of the contractors invoice.
Year End Accounts & Internal Audit, Clerk reported that the process was complete with documents posted on the website. Internal Auditor – Anita Parsons has agreed to audit the current year (2020/21). Post Meeting – Cllr Parker agreed to purchase £25 gift card for Internal Auditor, in line with previous years.

8.COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Cllr Towl outlined proposal the Cotswold Wardens have to replace two stiles with gates on footpath YK8 & 9, when Covid-19 situation permits. Parish Council have allocated a budget of £500 which will be utilised to cover the expenditure.
Following Wiltshire Council – Cllr Bridget Wayman email regarding reallocation of road space post Covid-19 requesting proposals, it was agreed that the Parish Council would propose the provision of a cycle lane between the village & A420 and for a weight/width restriction on Biddestone Lane.
