MINUTES OF A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL – HELD VIRTUALLY
Monday 1st February 2021
Present: Cllr. F. Plowman (Chair), Cllr C Grainger, Cllr M Green, Cllr A Parker, Cllr M Pope, Cllr D Towl, Cllr M Woodcock, Ian Plowman (Clerk) & 1 Member of the Public.
The Local Authorities and Police and Crime Panels (Coronavirus) (Flexibility of Local Authority and Police and Crime Panel Meetings) (England and Wales) Regulations 2020 (“the 2020 Regulations”) came in to force on 4 April. The 2020 Regulations enable local councils to hold remote meetings (including by video and telephone conferencing) until 7th May 2021.

5.REGISTER OF ACTION
Cllr Towl reported that the grant application for pond care has been successful, £801 awarded. Cllr Towl will brief local residents on the project and work with the school to involve school children as the year progresses. The Parish Council will stop mowing the grass around the edge of the pond.
6.PLANNING
20/11331/FUL – Rose Cottage Broomfield – Conversion of existing stable to create annex – No Objection.
20/11017/VAR – Phillips Grove variation of Planning Condition No.2 – No objection.
19/01490/FUL Land to the East of Farrells Field – agreed to write again to Cllr P Whitehead as no response had been received asking for the 30mph limit to be relocated towards Tiddleywink.
Proposed Solar Farm Leigh Delamere – No updates
7.CLERK & FINANCE
Councillors discussed and are opposed to a Wiltshire Council proposal, which is subject to Cabinet approval (2nd February), to allocate election costs to Town & Parish Councils. This would result in a substantial increase in Parish Council precept – circa 17% with no corresponding decrease in the Wiltshire Council precept. Post minute note – Item was withdrawn pre Cabinet Meeting for further investigation by Oversight & Scrutiny Committee.

7.HIGHWAYS
Clerk reported on meeting with Wiltshire Council Highways engineers regarding various issues around the Parish. Grittleton Road blocked drain continues to be investigated, this will be followed by the drains in the area of Old School Gardens. Resurfacing of B4039 – Kents Bottom to Tiddleywink is included in the works program exact date to be confirmed.
8.COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Cllr Woodcock reported that the book shelves in the book exchange need attention, Cllr Pope said that Mr Pope has volunteered to fix the issue.
