MINUTES OF ANNUAL MEETING & A FULL MEETING OF YATTON KEYNELL PARISH COUNCIL HELD IN THE BARN – THE BELL INN YATTON KEYNELL
Monday 17th MAY 2021

Present: Cllr A Parker (Chair), Cllr C Grainger, Cllr M Green, Cllr. F. Plowman , Cllr M Pope, Cllr S Richards, Cllr D Towl, Ian Plowman (Clerk) Unitary Councillor N Botterill & 1 Members of the Public.

1.ELECTION of CHAIRMAN & VICE CHAIRMAN
Cllr A. Parker was nominated & unanimously elected Chair of the Parish Council
Cllr F. Plowman was nominated & unanimously elected Vice Chair of Parish Council


2.DECLARATION OF ACCEPTANCE of OFFICE
Councillors signed their declaration of acceptance of office.


3. PUBLIC GALLERY
Cllr Parker presented the Chairman’s report for 2020/21, which will be published on the website.
Unitary Councillor Nick Botterill was welcomed to the meeting & congratulated on his election to represent the By Brook Division.
Resident in Tiddleywink asked two questions, firstly the Battery Storage facility being developed, that Wiltshire Highways could ensure that the drainage in the area is maintained once the new entrance is constructed. Second, that Wiltshire Highways fill in the grips cut in the verge between Tiddlywink & the village as previously agreed. Unitary Councillor N Botterill to raise both issues with officers.
Extension of 30 mph limit towards Golf Academy – U Cllr N Botterill has discussed with officers and continues to press for the current 40 mph limit from the village through to the Golf Academy to be changed to 30 mph.

6.MINUTES OF THE LAST PARISH COUNCIL
Minutes of the Meeting –12th April 2021 – approved to be signed by – Cllr A. Parker.


7. REGISTER OF ACTION
Clarks Leaze play area, Councillors were encouraged to engage with local residents to determine the future of the facility.


8.PLANNING
Following applications were circulated prior to me the meeting due to consultation deadlines.
PL/2021/03088 Springfield Barn SN14 7JZ – Variation of Condition 2 of 20/05627/FUL – No Objection.
PL/2021/04424 1 West View Grittleton Road SN14 7BH – Tree work in conservation area – No objection.
Variation to the Licence – Village Store, Cllr M Green as owner of the store outlined the reasons for the application and then withdrew from the discussion. Remaining Councillors agreed unanimously not to object to the application.


9.CLERK & FINANCE
Clerk reported that the Annual Accounts had been signed by the Internal Auditor with no issues raised, Anita Parsons agreed to continue to be Internal Auditor.
Four payments were authorized, cheques were duly signed:
I J Plowman – Clerk Salary April & Stationery – £270.02 – Cheque No. 101202 I J Plowman – Clerk Salary May & Expenses – £273.04 – Cheque No. 101203
Duncan Joyce & Associates – £216.00 – Cheque No. 101204 – Provision of payroll services 2020/21

JCB-S Garden-Maintain Ltd – £482.77 – Cheque 101205 – Village Maintenance April

Insurance renewal, Clerk has circulated renewal from current insurers – Came & Company along with an alternative quote from BHIB, both of which were a considerable increase over the expiring three year deal. Councillors agreed that Clerk should obtain a further quote Community First, circulate the details and a decision made prior to the renewal date of 1st June.


10. HIGHWAYS & FOOTPATHS
Clerk informed the meeting of future road closures:
Grittleton – Alderton Road (C86) north from Grittleton Crossroads to Fosseway 24th May to 4th June 08:00 to 17:00 each day.
Yatton Keynell – Grittleton (C86) from Sevington Crossroads to Grittleton Crossroads June 7th 07:00 to 17:00

Yatton Road Biddestone 21st May from 08:30 for tree felling.


11.COUNCILLORS QUESTIONS AND ITEMS FOR FUTURE MEETINGS
Agreed that as this meeting was late in the month there was no need for a June meeting and therefore the next meeting would be 5th July.
